offtopic: this caretaker system is a good one....why r we not following this ?

You don't require a caretaker set-up if you have a strong & independent election commission, & India has been lucky in that aspect. There are Countries in the world where free & fair elections are conducted without the interference of sitting government. Most of the successful democracies do not follow this caretaker setup...& that's a good thing.
