Purchase of hq 9 will force IAF to low altitude mission for which IAF aircrafts are unsuited for, whereas PAF will have advantage in low mission (S400 on Indian side) and that too in friendly airspace with lot of MANPAD, AAA and Short range SAM available for air defense of battle space. I think things are working in Pakistan favor.

And why is IAF, unsuited for low altitude missions?
French Mirage 2000-5s and Rafael, have special, low altitude , terrain avoidance modes on their radars.
Have performed some spectacular low altitude maneuvers.

Why is PAF is more suited for low altitude missions?

Why would PAF have an advantage in low altitude missions on Indian side, considering S400 has a special tower based radar and missile for detecting and shooting down low flying aircrafts and missiles, and a chain of Aerostat radars from Israel.

IAF is an offensive force hence they bought MKI which is there mainstay and is not suitable for low altitude operations. While PAF’s F16 and JF-17 are purpose built for tree top flying and have defensive duty against IAF + Standoff weapon release. Only mirage will not cut it that too if contested by PAF assets which are more maneuverable in that flight regime. Remember purpose of mirage-2000 was to build a high altitude interceptor.

Why is f-16 and Jf-17 suitable for tree top flying and not Su 30?

its about airframe and SAR mode on their radar. do a little research on these aircraft from this aspect.

These vague hints, will not do, go into detail.

What exactly about the airframe?
Bars also has a synthetic aperture mode.

The one you need for nap of the earth flying, is a terrain following radar.

In Earlier days, aircrafts had to equipped with two distinct radar sets, one to look ahead and another smaller one to look down and ahead. Twin seater aircrafts were used for NOE flying, as WSO could concentrate on the terrain ahead, while the pilot flew the aircraft.

With the advent of Phased array radars, two sets of radars were not needed, and automization took enough load, that a single pilot could do the job.

In TFR mode, computer doesn't control the airplane but it gives commands to the pilot wether to climb up or down. The commands are based on the terrain and aircraft's set clearance above the ground.

Rafales , Mirages and Tornados have excellent TFR modes on their radars.

While JF-17, F-16s which have planar array radar, have no terrain following mode.

For F-16, TFR navigation is provided by an additional LANTIRN navigation and targeting pods.
No such luck for JF-17s though.

In addition, to what I have written above, to my knowledge PAF never ordered LANTIRN navigation pods for its F-16s.

So both PAF F-16s as well as Jf-17 are unsuitable for Nap of the Earth flying.

I hope you are not recommending us to buy JF-17 for such kind of mission.

S400 sale is not yet confirmed. Till then just think about it like Rafale.

first show us one images or video clip that hq9 is in pakistan

MKI has a Ground surveillance mode include mapping, search & track of moving targets, synthetic aperture radar and terrain avoidance features to penetrate enemy defences and its inbuilt obstacle avoidance feature makes it the first choice for a deep strike low altitude mission. Not just that, MKI’s can detect ground targets and their AD systems from very far away, choose the best approach route to a target with continuous updates fed to the aircraft navigation systems and provide on-board systems and armament with targeting data.
