So guess, the issue is not about any particular nation but it’s about conservative (killing) religious faith in particular and illiterate mind-set in specific.

Literacy is one factor but i have seen some well educated people who reproduce like rabbits. Laws should be passed to control birth rate just like china.

Population control has never really been a priority for past pakistani governments.Many families want to limit or space their families but reproductive services dont exist near their areas.
