Population census to be held next year

ISLAMABAD: While approving the calendar to undertake upcoming population census on schedule, the government has decided to deploy 165,000 personnel of Armed Forces along with enumerators to hold house listing and population census in one go.

In the maiden National Census Apex Committee held under chairmanship of Finance Minister Ishaq Dar also formed a sub-committee to discuss the issue of enumeration of Afghan refugees residing within the general populace.

Keeping in view existing security situation and as per 1998 Census arrangements, security forces will be deployed on a man to man basis, i.e. one soldier with one enumerator. Under this scheme, 165,000 armed forces and civil armed forces personnel will be deployed with civil enumerators. Ishaq Dar welcomed the members of the Apex Committee and highlighted the importance of Census data. He referred to the Terms of Reference of the Committee which are to provide policy guidance and coordination to ensure the conduct of the Census-2016 in a transparent and credible manner. He pointed out that the last Census was held in 1998 and the pressing need for a fresh Census cannot be underestimated.

The chairman mentioned that the purpose for formation of a high level Committee was to review the preparations made by the Pakistan Bureau of Statistics for smooth conduct of census in the country and to get assistance of stakeholders in the federal and the provincial governments. The chair desired that all out efforts should be made by all concerned to ensure a credible census.

Mr. Asif Bajwa Chief Statistician gave a comprehensive presentation on the design, structure and the preparations made by PBS for successful conduct of census. The methodology, appointment of field staff, activity calendar and role of stakeholders at federal and provincial levels was presented to the house. The Chief Statistician informed the participants that CCI in its meeting held on 17 March, 2015 decided that Housing and Population Census may be held in March 2016 under the supervision of armed forces. Since then the department has initiated preparatory activities in this regard. He informed that activity calendar has been approved by the Governing Council fixing the timeframe of each activity. The department is making all out efforts to adhere to the time frame given by the government. Meetings with Secretaries Defence and Interior have been held to check availability of armed and civil armed forces. Similarly, meeting with the Chief Secretaries of Punjab, KP and Sindh have also been held to take them on board and apprise them about their role in the Census operations. Meetings with the remaining provinces/areas are scheduled. Meeting with Development Partners/donor community has also been held and areas identified where their assistance is required.

While explaining the Census methodology the Chief Statistician informed the house that Census 2016 would be conducted in one go i.e. house listing and main census would take place simultaneously. In all there are 165,000 Census Blocks in the country including Fata, AJK and G-B for which total field force of 205,372 will be required as enumerators and supervisors.

The Chief Statistician informed that budget of Rs14.5 billion has been approved for the Census activities and the first installment has been released to meet expenses on preparatory activities. He highlighted the role of provincial governments and the federal government departments concerned for mobilization of human resources to ensure a successful Census.

After detailed deliberations, the chair directed that a meeting may be held with the experts of Interior Division, Survey of Pakistan and IT Division to share their experiences in preparation of maps and assessment of IT equipment. He also directed Economic Affairs Division to coordinate with the donor agencies so that the equipment and materials requirements of PBS are met in a timely manner. The chair endorsed the suggestion of representative from Baluchistan that field staff may also be taken from other departments besides education department. The Chair also directed that Census activities, including the production of all Census reports, should be completed well before Dec. 2017.

Meanwhile, the 9th meeting of the Governing Council of Pakistan Bureau of Statistics (PBS) was held hereon Thursday. Finance Minister, Senator Mohammad Ishaq Dar chaired the meeting. The agenda of the meeting was adopted and the implementation status of the decisions reviewed.

The Chief Statistician, PBS gave a detailed presentation on the preparations for the forthcoming 6th Population and Housing census in the country.

This is desperately needed. It is embarrassing how major business and current affair news outlets such as the Economist have to state "as per the last census taken in Pakistan 1998 the population was ....". 18 years between a census is a horribly long period of time.

It's much needed as there are can new ridings in 2018 or adjusting boundaries of ridings. We'd also know ethnicity as well.

I hope they gather a lot of information from this as it is going to cost $145+m

On schedule? It is several years late already!

Census should be held every 5-10 years.

Government's terms should be 4 years.

Pakistan should have a Presidential system with direct elections rather than this current system of ours.

Pakistan is entering a new, prosperous era inshallah, and structural changes and restructuring of country is required to reach our full potential.
