China's top disciplinary authorities are investigating a case in which a county in Northwest China's Shaanxi Province spent over 700 million yuan ($101 million) to build a luxury middle school shortly after it had been lifted out of poverty, triggering public concerns over formalism in lower-level governance, media reported Tuesday.

According to a report published by the Xinhua News Agency on August 13, Zhen 'an county, a deeply impoverished county in Shaanxi, had just been lifted out of poverty in 2019. Although the county has annual fiscal revenues of less than 200 million yuan, it spent 710 million yuan on a "luxury middle school," leaving the county deep in debt.

According to the report, the county government now has to repay at least 50 million yuan in loans every year for the next 12 years.

The school campus has a number of facilities that have nothing to do with education, including a traditional style gate, a four-layer fountain, 16 stone carps, a 50-meter-long, 15-meter-drop waterfall cluster, pavilions, rockery, trestle road and stone arch bridge.

The report drew wide controversy online, with many netizens questioning whether the campus is a school or a holiday villa.

Design on the campus began in 2015 and construction started in 2017. On July 31, the campus was officially put into use, with senior students moving in to the campus and beginning their summer classes.

Following the public controversy, the school has suspended the classes and all students have left the school. Outsiders are not allowed to enter it.

According to media reports, the four-layer water fountain is being dismantled, and several large excavators were seen operating on the campus and a number of muck trucks entered and left the campus gates. Police were on duty around the campus and passers-by were not allowed to stop and take photos, China News Week magazine reported on Monday.

In addition to the fountain, the gazebos near the falls are also being removed, the magazine reported.

The Xinhua report said the design could be related to the county's recent development plan, which aims to build Tang Dynasty-style architecture to boost local tourism and cultural exchanges.

In response to the media's questions, Jia Jiangang, head of Zhen'an county, said that the new campus aimed to solve the problem of large class sizes in urban schools. The project's approval and financing were in line with policy and regulations, and all procedures had been completed, he said.

Some counties in China want themselves to be granted poverty stricken status and listed as official impoverished by the central government with the sole intention of getting more government financial support and subsidy.

Building a public middle school is still better than building luxuray hotels.

Except for Hotels you can earn the money back with tourism, the school look more like a money sink because it's not famous. A bad policy decision that someone is gong to get expel.

This is a political calculation.If it is used to build a luxury government building, it will be 100% opposed.But building schools is controversial.Because many schools in coastal cities are more luxurious. They can easily turn to the unequal distribution of educational resources. The most important, of course, is that huge expenditure can profit from it.So they choose schools rather than government buildings .

They should have go after this kind of corruption instead of purges. I guess nobody would notice it if someone didn't take a photo and post it online. They should build a inn or hotel and say it will help generate wealth if they were smart, there would be less outrage.

I doubt there are "more luxurious" middle schools in coastal cities.

校园内,除随处可见的石砌栏杆外,每栋建筑均有仿唐式建筑屋顶。西南角一处长约50米、落差15米左右的多级瀑布群上建有凉亭,四周有假山、水车、栈道、水景、石拱桥等。

镇安中学筹建处相关负责人介绍,假山瀑布水景花费200余万元,并为此削平部分山体,建设防滑坡挡墙。全校附属工程绿化带、管网共计花费8000余万元

This is where I disagree with China. Fire the school board or who ever did this. However to demolish the beauty is a waste.

If Michelangelo were alive today and employed to paint a mural in the schools halls, Beijing would order the painting of the Sistine Chapel in a school hall to be whitewashed.

China is filled with Michelangelos and Raphaels in art and painting and sculpture. Let them be creative, if the government spends too much, replace the local leaders, don't destroy art.

Beijingwalker was pointing out that NYC is surpassed in beauty and citylife by China's new and beautiful cities. Parks and even upper class schools with waterfalls and parks and everything else are part of that.

There are going to build a football pitch, however an artsy park shown in the photo is a no-no. For the civilized, culture is greater than sport.

Have pride in luxury schools.

You don't get the money back in destroying the luxurious work. Would have been better to keep the whole construction.

Local officials do this as a part of money laundering scheme. They can skim off a lot of construction money if the budget is big.

Exactly. Great structures like this (corrupt) but it also brings jobs to many people, stimulates economic growth and spurs more spending. If the government breaks it, it's a huge waste. Just execute the death penalty for officials supporting this project. Do not destroy the school

If the other proposed construction projects that were rejected were of similar budgets, no need to execute the officials. :lol:

Shonky corrupt officials probably granted lucrative construction contracts to friends and family to build this. Better Check if the build quality is up to grade.

If quality is good then keep the school and somehow change it into a money making enterprise. After executing those involved.
