Often muslims advice non muslims to read Quran to understand Islam, and not rely on behaviour of muslims. Although its a fair point, I wonder whether its possible to do, whether the investment in time and effort justifies the knowledge gained.
Some muslims say its not enough to read translated Quran, because translation might have lost original meaning in arabic. This requires huge additional effort, because classical arabic is not an easy language to learn, and to be competent enough to understand Quran is even harder.

There is also another oft-repeated remark about muslims following clerics instead of what is written in Quran. I would like to know what percentage here actually does it. (I know the pdf bias towards relatively well off and educated muslims, I wont extrapolate it to all muslims)

I can read Qur'an... understands it partially as I know some chapters of the Holy Qur'an by heart and read the translation of most chapters several times in life... so you know what exactly the topic is but can't understand word by word

the level of understanding I am talking about is, whether you can independently validate whether something is right or wrong according to islam, or use it for general dos and donts, sort of a guide book. If I tell you for example 'its unislamic to do xyz', can you independently verify without help from others.

in most cases yes... but nobody has ultimate knowledge to verify every single instance... unless hardcore Mullah's who might find offence to seek advise from fellow scholars if they are not sure about it and may interpret incorrectly instead...

ya, of course. I dont think one can be 100 percent perfect.

Whether you know Arabic or read translated one, it takes determination, time and willing heart and soul to truly get the message.

The question you are asking, you can validate many things by yourself but sometimes you have to look Hadith for details and clarification or consult someone with some level of authenticity ( not including those mullahs, molvis who haven't even read translation ever or manipulators ) . One shouldn't consider himself authority and look up Hadith / Usswah-e-Hussnah, consult knowledgeable sources to clarify everything before acting or telling someone, not just making a decision after reading a one-liner in QUR'AN and acting upon WITHOUT undetstanding it.

Most non Arabic Muslims can read/recite Quran and even memorised it but they rely on translation for understanding the meaning of these verses. Its not just translation but they also have to read tafsir(interpretation of verses in historical context ) to comprehend them well.

Even if you know sufficient Arabic it's sometimes hard to understand what the Quran is saying because interpretation is needed in some verses. And these verses are usually ones that are important.

Not all of them, otherwise, we wouldn't have seen the Ayatullahs, Daesh and Qaeda likes.

Read and memorise yes, understand no. Would have to rely on a translated copy.
Best to consult an aalim on the matter, as they would have spent years learning it and understanding it themselves.

And before I get jumped, the Ulema are the Islamic version of professors and the like. Not 'Mullahs'.
