I was wondering why we need to buy these small boats with TOT? we should design and build our own boats in this level.

In such cases, we should really try to low-ball the OEM into very competitive pricing plus true turnkey ToT with rights to the original design IP (so that we can learn and build upon it in the subsequent years).
I always wonder that we have a shipyard that churns out cargo vessels and other stuff but we cant even design and manufacture quality riverine craft inshore patrol boats of quality and substance.
Look at the size of the facility of the Polish Manufacturer and look at the size of KSEW and the number of people working there. It is sorry state of affairs.

That is too small a platform and mainly designed for riverines. I have not seen any Military Assault Boat made by TechnoMarine and used by any Navy around the world.
I am not sure that NHQ is equipped with such a negotiations capacity as they move on requirements on urgency basis. For example, in this 14 MABs tender, they want to make 6 boats in Pakistan and buy 8 boats CBU from the OEM. Techno Marine has offered 14 MABs for US$12.5M. That comes to around US$900,000 per boat. That is quite a ridiculous price per boat considering the range, weight capacity and armoring required on it alone. So I am not sure how and what PN is going to get when there exists no MAB ever made by the Polish manufacturer
Unfortunately, KS&EW lacks modern designing capacity of new vessels. They are dependent wholly on manufacturing under supervision of foreign representatives

I thought that might be the case. Haram khori at its best. However you have also not pointed to the sourcing of steel/alloy for ship building. Where is this being sourced from? Help appreciated.KS&EW is arrested by demands from Pakistan Navy. The DG KS&EW is a serving Admiral at the end of his tenure and devoid of independent thinking. R&D and Design Department requires out-of-the-box thinking, customer engagement, hiring top professionals in the field from civilian background, etc. KS&EW at this time does not have either the courage nor the inclination to set up such a capability. Amazingly, the Polish manufacturer is not known for manufacturing the MILITARY ASSAULT BOAT required under these tenders. The brochures you have posted above from their website also does not show anywhere the required boat type. If it is a prototype, than the tender conditions specified that no prototypes will be acceptable. So I really do not know what the Polish have offered and how will it fulfill the stringent PN Marines tender requirements? The total project/ contract value for both boat types is around US$14 million which is quite ridiculously low price considering the simple fact that these boats have to be Bullet Proof against 7.62x39mm calibers. So I am keenly following this to see what comes out at the other end eventually
as i know they need some 12 to 20 of these . two are nothing
2 x 12 tons MABs produced at PN Dockyard with transfer of technology from Poland. These boats will be deployed in creek areas for patrolling.
