Latest news out of Navy HQ is that PN has proceeded to finalize the contract (through DGDP) for the purchase of a (used) 22000MT Fleet Tanker to supply the essential fuel to PN ships during operations in the Arabian Sea. Further contract details are awaited, but according to someone knowledgeable, the said Tanker has been purchased for US$80 million. The tender for the purchase of the fleet tanker was floated recently on the PPRA website.

Yes posted, tender was floated and wasn't according to the merit. Pakistani company was not awarded tender even though they confirmed and offered to develop 2 engine tanker. The contract is awarded to some foreign company who offered single engine high cost tanker. Congrats 5 million dollars corruption/kickbacks.

.
Indian Navy recently commissioned INS DEEPAK which is a brand new (double engine?) tanker manufactured by the Italians at US$120 millions each (they have purchased two tankers).

Used as in 'to be converted from a commercial vessel' or as 'acquired from another navy (e.g. UK)'?

You might see a commercial double hulled ship taken up and modified for Fleet tanker duties, along the lines of HMAS Sirius
HMAS Sirius

Or

You might see the acquisition of a used AOR, which may require work to double hull it, along the lines of HMAS Success.

The more news comes out regarding PN acquisitions the more I am convinced that the top brass are full of thugs and slowly converting PN into coast guard.

PNS Moawin is ex-Dutch 'junk' and 1/2 of the PN AOR fleet of 2 ships. Transferred in July 1994 from the Dutch Navy, where she was known as HNLMS Poolster (Polar Star). First commissioned july 1964. So, she served NL for 30 years and the Pakistan for another 17 years. How's that for junk...
Her younger (1975) sister will be decommissioned in 2014 and may be come up for sale.
