PMLN releases Rs10 bn of 4th quarter ahead of time

With installation of the caretaker set-up around the corner, the Punjab government has released funds worth Rs10 billion for the fourth quarter of the current fiscal year, quite ahead of the scheduled time, to ensure continuity of all ongoing development projects as most of them are likely to be completed before next general elections, the sources told “The News” here on Thursday.

The sources said the funds for the development schemes are released after every three months and the Punjab government provided funds for third quarter in January 2013. “The provision of funds for fourth quarter are due in April but the Shahbaz-led government decided to release all funds to 36 public sector departments to ensure continuity of the ongoing development projects during the caretaker set up in the province,” the sources said.

The official data showed that after release of funds for the fourth quarter of the current fiscal year the total amount provided for the development projects from last July to third week of March has raised up to Rs151 billion.

The sources said the Punjab secretary finance recently informed Punjab Chief Minister Mian Shahbaz Sharif that the funds for the fourth quarter could be released ahead of the scheduled time period after which it was decided that the provincial government would release all funds for the development projects before installation of the interim set up in the province.

Then Section Officer (Budget-I) Chaudhry Barkat Ali on the directives of the provincial Finance Secretary sent a circular to all relevant officials including Accountant General Punjab, divisional commissioners, district coordination officers and district accounts officers in which it was stated that funds for all ongoing development projects would be released by the current Punjab government.

They said Punjab Chief Minister Mian Shahbaz Sharif during a meeting has directed the top provincial officials such as the chief secretary Punjab, the chairman planning and development department and head of the finance department that they should act swiftly and no ongoing development project should be stopped due to non-availability of the funds during the interim government in Punjab.

An official said Election Commission of Pakistan (ECP) has relaxed its directives regarding ban on diversion of funds to extent that re-appropriation/adjustment of funds would be allowed in respect of schemes approved by the competent forums for the fiscal year 2012-13.

The Punjab government while announcing last fiscal budget divided its core development budget into five segments – social sector, infrastructure development, production, services and miscellaneous. The total amount for the Annual Development Programme (ADP) 2012-13 was Rs210 billion out of which a sum of Rs151 billion was approved against 134 development schemes in 21 development sectors.

When contacted, Punjab Minister for Law Rana Sanaullah said there was a need to release funds for all development projects because most of them were highly important especially to improve infrastructure and ensure uplift of the common people in each and every part of the province.

“The Punjab government initiated unprecedented development projects for the people of province and it would be highly unfortunate to stop any of them for want of funds. We have no political motives and we just want their completion even when the caretaker set up would be there to run the affairs,” he said.

To a question, he said the provincial government could release funds for the development projects ahead of time and it was not necessary to wait for completion of three months that is usually observed between each quarter of the fiscal year.

Replying to another question, he said there is no bar from the Election Commission of Pakistan on release of funds for ongoing development projects as it has clearly stated that now no new such project could be launched but funds for any ongoing project could be provided in line with the plan prepared in the current fiscal year.-

sometime it is strange to see that you are bypassing PPP's corruption which is in trillions and there is not pro-people initiatives but ready for pointing guns on PMLN which is more nation friendly than those morons who ruled Pakistan 5 years. Then you people PTI follower saying believe on IK's statement who said to eliminate corruption in 90 days! Evaluation not a difficult job so do it and think if PMLN couldn't forced to end this corruption in whole its political time then what magic Imran has to make this claim? Why don't you want to take logical way toward selection. Fight between evil and good is continuing from creation of Adam so my point is "judge sincerity to objectives of person/group/party but not in extreme results to 0 existence of an issue".
