ISLAMABAD: Prime Minister Imran Khan withdrew the portfolio of Revenue Division from newly inducted Federal Minister Hammad Azhar due to a strong protest lodged by Finance Adviser Dr Abdul Hafeez Shaikh.

Instead, Hammad Azhar was assigned comparatively less important portfolio of Federal Minister for Economic Affairs Division (EAD), which in the past had remained an integral part of the finance ministry.

PM Imran announced to elevate Azhar as federal minister due to his exceptionally good performance in the presentation of the budget and its defence in the National Assembly against a charged opposition.

Sources in the finance ministry told The Express Tribune that Dr Abdul Hafeez Shaikh lodged a strong protest with Prime Minister Imran on Tuesday over the withdrawal of the Revenue Division portfolio. He even hinted at resigning from his position, said another source.

The premier had to concede to Shaikh’s demand, as he could not afford to change another finance minister within three months, said the sources.

Azhar took an oath of the Federal Minister for Revenue on Monday and remained on the position for just 24 hours.

In partial modification of cabinet division’s earlier notification, Azhar would hold the portfolio of Economic Affairs Division with immediate effect, read a July 9 notification of the Cabinet Division.

Azhar, son of former governor Punjab Mian Muhammad Azhar, was earlier serving in the cabinet of PM Imran as a minister of state for revenue.

He was the second cabinet member who was elevated to a full federal minister post due to his good performance in the eyes of the premier. Earlier, PM Imran had elevated Murad Saeed as Federal Minister for Communication.

When the development took place Azhar was busy with the traders’ community that has threatened to go on strike against the budgetary measures.

“The Prime Minister has also been pleased to approve that Dr Abdul Hafeez Shaikh, an adviser to PM Imran shall cease to hold the portfolio of Economic Affairs Division with immediate effect”, according to the Cabinet Division.

It added that Shaikh was again handed over the portfolio of Revenue Division.

In April this year, PM Imran had appointed Dr Abdul Hafeez Shaikh as his Adviser on Finance, Revenue and Economic Affairs after the premier ousted Asad Umar – his close confidante.

It was probably for the first time that the Revenue Division portfolio was withdrawn from a finance minister, as the Revenue Division was considered as an integral part of the Finance Ministry.

The Revenue Division is responsible for tax policy, tax administration, avoidance of double taxation agreements with other countries, legal proceedings and litigation in tax matters and administration of Customs and Excise Group and Income Tax Group, according to the Rules of Business of 1973.

Sources said Shaikh did not like the PM Imran’s move and saw it as an attempt to clip his wings. The decision to separate Revenue Division, also in-charge Division of Federal Board of Revenue, greatly reduced the Shaikh’s powers.

The decision to separate the Revenue Division from the Finance Ministry might have impacted implementation on the $6 billion IMF programme whose success hinges upon the FBR’s ability to deliver on annual tax collection targets.

Traditionally, there was always a lack of coordination among various divisions, as every Division tries to protect its own turf.

The Economic Affairs Division looks after assessments and requirements of external loans, matters related to international financial institutions and external debt management.

Even carving out EAD from the scope of the Finance Minister was unnatural. The PTI government also withdrew the portfolios of Privatisation Division and Statistics Division from the Finance Minister in September last year.

So is there any actual evidence of any of this? Was anyone ever offered anything official which can be confirmed from state owned media or even social media?

By idiotic decision, I mean first making him Minister of Revenue and then withdrawing it, with 24 hours. I am in no position to say, whether the first or the second decision was right. But it shows the mental caliber, naivety and arbitrariness of IK. Though, as I said many times; we don't have any other choice.

And this mentally unstable patient who cannot decide who he wants as ministers is made to decide our lives. No wonder he is doing such a terrible job at it.

You really need to listen to less BS news.

1. The IMF does not have the authority to appoint anyone. This is lies made by Pakistani media.

2. The IMF is more than a source of income, it's loans based on conditions that you improve your economy to make it viable, so it can self sustain. If the IMF won't lend you money, neither will most other people, because they don't have the confidence that you'll be able to pay them back. The money they lend you is not that important, the endorsement they provide that your economy is on the track to recovery - that is priceless.

4. You make a great point. 1 movie can make 2 billion and our entire country is asking for 6 billion. It goes to show how pathetic Pakistan is from an economic perspective. All these mill owners and industrialists and other shitheads complaining about taxes are nobodies. They are only relevant because they're big fish in a small pond. Let them shut down, let them be replaced by foreign companies, at least they'll be exploiting the resources to make money and pay proper taxes.

The crux of the problem is that he doesn't have his own majority. If ever that is rectified then you will see a different prime minister.
Under the circumstances, it's a bit too early to judge his government or his prime ministership.
Let's give him a term and let's see what he does in the next one.

The crux of the problem is that his upper chamber is completely empty and void. But there is no solution to this problem; so we would have to live with it. With rest of your post, I fully agree.
