PTM seems to be a formal and legal extension of TTP/IEA
Starts with pushing for 'equal rights' under the constitution but soon it will be a referendum it seeks, if that is denied for obvious reasons, it can be an easy way for them to paint the people as 'slaves' and start a large scale insurgency.
