Prime Minister (PM) Imran Khan has approved an action plan against 2,094 illegal petrol retail outlets in three provinces and smugglers of petroleum products at border stations in Balochistan.
The Customs Department at the Federal Board of Revenue (FBR) will be the lead agency in the operations while the petroleum ministry will also explore the possibility of legal import of oil, high-speed diesel from Iran to bring an end to smuggling along with the Ministry of Foreign Affairs.
According to a report by Dawn, the action plan includes a crackdown against illegal petroleum outlets in Punjab, Khyber Pakhtunkhwa (KP), and Sindh wherein an FIR will be lodged against the owner, and proceedings for forfeiture of oil station and other properties of the owner in favour of the federal government will be initiated.
Later, similar action will be taken against corrupt elements in Balochistan, one of the major supply routes of smuggled petroleum products for selling to end consumers.
The operation has been divided into two phases. The first of which will comprise simultaneous action against illegal POL retail outlets in Punjab, Sindh, and KP which have already been geo mapped by customs and choking off supply routes of smuggled POL products from Balochistan to the rest of the country whereas the second phase will encompass mapping of requirements of POL products in Balochistan, planning for provision of legal retail outlets to replace the shortfall of smuggled oil and devising a strategy to curb POL smuggling at the international border of Balochistan.
According to the details, customs officials have informed the premier that the estimated loss to the national exchequer due to the illegal selling of petroleum products is between Rs100 billion to Rs150bn per annum.

As per the estimates, the highest numbers of illegal petroleum retail outlets are in Punjab province at 1,317, followed by 343 in Khyber Pakhtunkhwa, 336 in Sindh and 98 in Islamabad Capital Territory and Rawalpindi division.
Karachi has 68 illegal petroleum outlets selling smuggled petrol, followed by 55 in Peshawar. However, no illegal petroleum outlet is reported in Lahore.
According to Dawn, the petroleum outlets, especially in Sindh, are owned by bureaucrats in a few cases. The provincial chief secretaries and inspectors general police are also directed to share the actual number of illegal petroleum outlets with the Customs Department.
Further, the option of legalising import of POL products from Iran through land route will also be explored followed by the closure of entry points at Pak-Iran border in Balochistan — Paroom, Panjgur, Basima, Hoshab, Ormara, Dasht (Mastung) predominantly used for smuggling POL consignments, thus choking the main supply routes on the international border.

Tehran, Dec 21, IRNA – Director General for Asia-Pacific Department of Trade Promotion Organization of Iran (TPO) Reza Aghazadeh said that the third cross-border gateway with Pakistan will open until February 2021 after the second gateway opened last week on Rimadan-Gabd border point.

Aghazadeh added that according to the Prime Minister of Pakistan Imran Khan's instruction, Pishin-Mand border crossing will open between the two countries by February 2021, and the official border crossings will reach three points.
This has a considerable impact on increasing trade ties between the two countries, Aghazadeh added.
In addition, with iran's offer to expand border markets, the Pakistani side also has raised the establishment of six border markets by sending the text of a memorandum of understanding (MOU), he added.

The Rimadan-Gabd border gateway was officially thrown open in the presence of officials from the two countries, becoming the second border crossing between the two states.

Located in Iran’s southeastern Sistan-Baluchistan province, about 130 km from the strategic Chabahar port, the Rimadan crossing point is suitably located for import and export of goods between the two countries.
The border crossing is located only 22 km north of the Sea of Oman, while Pakistan’s southern port of Gwadar is around 60 km off the crossing.
The new border gateway is expected to lessen the burden on Mirjavah-Taftan crossing point.
Mirjavah-Taftan is the first official border crossing point for trade and public movement between the two sides, Mirjavah is a city in Sistan and Baluchestan Province in Iran.
In June last year, the Special Assistant to the Minister of Foreign Affairs visited Balochistan, Pakistan, to discuss the issues facing trade between the two countries, including trade activities at the land border, with Pakistani parties and Balochistan trade and business stakeholders.
Most of the trade between Iran and Pakistan is done through the land route leading to the Mirjavah border crossing (Taftan), and in between the residents of Sistan and Baluchestan region of Iran and the province of Balochistan Pakistan.

Iran and Pakistan on Saturday opened a new border crossing point, in a move likely to bolster business and trade between the two neighboring countries.

The Rimdan-Gabd border gateway was officially thrown open in the presence of officials from the two countries, becoming the second border crossing between the two states.
Located in Iran’s southeastern Sistan-Balochistan province, about 130km from the strategic Chabahar port, Rimdan crossing point is suitably located for import and export of goods between the two sides.
The issue had figured prominently during Iranian Foreign Minister Javad Zarif’s visit to Islamabad in November, when the two sides agreed to open the border crossing to facilitate trade.
On Friday, Iran’s Foreign Ministry spokesman Saeed Khatibzadeh said the new border crossing point will “increase economic and trade exchanges” between the two countries.
He said the construction of the gateway and the recent inauguration of a railroad project between Iran and Afghanistan show that Iran gives a “special priority to interaction and cooperation with neighbors”.
Iran’s envoy to Pakistan Sayed Mohammad Ali Hosseini hailed the crossing opening as a “historic day” for the two countries.
Iran and Pakistan, which share 959 km border, have in recent years held interactions at various levels to increase border crossings for facilitating trade and movement of people.
During his visit to Pakistan last month, Zarif had also proposed the idea of opening Pishin-Mand border crossing and called for increase in entry and exit points on the joint border.
So far, Mirjavah-Taftan is the only official border crossing point for trade and public movement between the two sides. Mirjavah is a city in Sistan-Balochsitan province in Iran.

When you have Only 1 Border crossing between Two countries on border of almost 1000KM and less control then smuggling of everything flourish .

Pakistan is working hard to customize , legalize trade with Islamic Republic of Iran , Iran has agreed to all these steps besides establishing border markets and other border management steps with Pakistan .

### Although Pakistan Coast guards , Pakistan Maritime Security Agency , Pakistan Customs and even Pakistan Navy should work hard to stop smuggling through Coastal areas of Pakistan as not every Liter is smuggled through land routes .

Given US sanctions on Iran, one can assume that at least some Iranian authorities are likely not too concerned about the smuggling of petroleum products into Pakistan or any other country.

One more reason why it is in Pakistan's interest that the US returns to some semblance of the nuclear deal negotiated by Obama and unilaterally violated/overturned by Trump.

An Iran that can trade and economically engage with the world will be beneficial to Pakistan.
