I have given you a link to educational institute that guves reference to the Section of the Law in question, and it states very clearly that Judge need have a ground base for issuing the summon....please comment on that....

I'm not going to argue any further but that's how US lawsuits works... Any lawsuit can have a summons made out in the name of the accused. And the link you provided only has information on the format of summons and how it can be obtained..

It was not about Propaganda value my dear, because i can say the same about Modi's rants about terrorism by Pakistan --- it was just a way of showing that both need to stand equal, and none should think less of the other one....

No, Modi was not ranting, it was rhetoric. Lol if you feel he was ranting. He snubbed Pakistan far too subtly unlike NS who was ranting for the most part of his speech.

And no again, Modi and NS are not equal. Pakistanis themselves do not have trust in him and we all saw what power he has in Pakistan and over the Army. As I said he cannot be equal in any case you see, ranting as usual about equality.
