They have named that image file as "modi-criminal", and the title of the page has the words "modi in top 10 criminals on google." So obviously a search for those terms would bring up that image. It's a self fulfilling prophecy, google style.

Anyway, this is called googlebombing, and has been used in American politics since the early 2000s. Remember the search results for "miserable failure" in 2004?
