he was elected by a majority, not by all, and that is a significant point

There is a difference between both of them. According to book of Surjit Singh Barnala (ex CM Punjab) both he & Badal received A class facilities during their imprison & detention period in jails & government rest houses.
Your love for Badal & modi still failed to bring out the best for their defence as my question is still there - Did Mandela family had shares in sand, drugs,cable & transport mafia ?
