After a three-hour meeting of the Cabinet Committee on Energy, PM Nawaz on Thursday seemed to lean more towards the idea of an energy emergency, in the wake of Karachi heatwave deaths.

According to sources privy to the CCE deliberations, he lashed out at the committee and told the bureaucrats delivering the presentation to stop their projector.

The premier argued that, as the nation’s chief executive, he should be allowed to suspend PPRA’s rules and declare an ‘energy emergency’.

My understanding is that the energy problem in Pakistan is because at an aggregate level, people don't pay for what they consume - as a result, energy providers don't have the cash for operations or to expand. You can build any amount of capacity, but as long as you don't recover enough money for cost of fuel, building more plants won't help.

Some segments in India (such as farmers) don't have to pay for electricity while a good bit also gets stolen. As a result, many states face pretty much the same problem - lower-cuts and load-shedding. I don't think this can be resolved without some fundamental reforms - no matter how much the PM 'lashes out' or promises.

what does this mean ?
