I read up on this matter.
The ECP started delimitation based on the latest census of 2017 (or whenever it was).
But the PTI govt announced that it will conduct an electronic census or something similar.
So, the ECP decided to stop work on delimitation based on old census data and wait for a new census, and now it is too short of a time for the delimitations.
The bigger issue is because of the merger of FATA with KPK. Those seats are creating some problems. The solution IMO is pretty simple, you only take into account the population of KPK, and then distribute the seats based on that data.

This is more of an indictment of the ECP and it's incompetence more than anything.
