We can simply convert the 8 division into provinces. Now people could ask: why turn such geopolitically small landasses into provinces? I believe this is justified because although geographically small, each of the provinces would host tens of millions of people which is more than most independent countries. We can retain the same names.

Not directly like that. In USA and Canada both federal and provincial or state government charge a percentage for income tax. Let’s say if an income tax bracket is 35% federal will charge 25% and province charge 10%. There are differences in income taxes between provinces or states. For example in USA New York and California charged the most and some state don’t charge at all like Texas, Florida, Washington etc.

So no fixed income tax will be there in that case which will vary by provinces.

Same with VAT. Federal and provincial government share it.
 
Ya but what purpose does it achieve, apart from an obvious BCS exam question about the names of two new districts?
I suggest greater 16 district can be 16 division!

Well, very good!! But how about making Dhaka the Federal Capital and making five Provinces out of the remaining geography. So, it is divided into six separate Provinces.

1) Capital Dhaka: It retains its former Zilla area in total. Dhaka City will have a Core with Wards in it. Others like Munshiganj, Keraniganj, or others will be designated differently, say, as Districts, and the total area can be called Metropolitan Dhaka instead of Dhaka Zilla.

2) Mymensing Province: Consisting of greater Mymensingh and greater Sylhet.

3) Faridpur or Barisal Province: Shall include greater Faridpur, greater Barisal, and Magura of Jessore.

3) Khulna Province: Shall consist of Greater Khulna, greater Jessore minus Magura, and greater Kushtia.

4) Chittagong Province: Greater Chittagong, greater CHT, greater Noakhali and greater Kumilla.

5) Rajshahi Province: Greater Rajshahi, Greater Bogra, greater Pabna,

6) Rangpur Province: greater Rangpur and greater Dinajpur.

But these divisions won't really improve unless they have their own capabilities to spend their own money on resources (Water. power, police/fire/EMT depts. and hospitals among other things). In the US (and most other countries including Japan, prefectures have local capability for police, fire, EMT and civil defense duties). In other words complete decentralization of resources. The reason why people flock to larger cities in Bangladesh is because these utility and law capabilities (and the money/funds needed to support them) are not allocated at least at a partially local level like in the US. Which results in local deterioration of service levels.

In Los Angeles city alone, there are five counties (which are equivalent to councils in the UK, or in Bangladesh maybe Zillas). So governance structure hierarchy in the US is Federal-->State-->County--> City and each level has independent jurisdiction over their own areas as far as services. The city that I Iive in has its own police force and patrol cars, also every mahalla has its own fire station with quite a few fire trucks (tenders).

Riverside County near Los Angeles covers 7,208 square miles (18,670 km 2) in Southern California, one of the largest Counties in the US. It is mostly barren desert land, however. Dhaka Division has 31,051 km 2 in that regard.

This is why I asked @Destranator about the authority who would collect taxes. Decentralization is needed but BD remains a poor country with only 9.3% (of the GDP) tax collection. However, in any situation, the Federal govt of BD shall be responsible for collecting tax and disbursing to the Provinces according to the needs and requests. Except perhaps Property Holding taxes and some others.

The administrative costs will then rise but the governance will be better. Anyway, nothing happens unless the country expands its industries, impose taxes on extra wealth and spend money on national development.

This thing seems to be a far cry when we see the govt is borrowing both domestically and from foreign sources by two hand and hysterically.

My thoughts exactly. In the US (and most other advanced economies), property taxes are collected by local govt. (County, Council, Canton etc.) and spent on local infra and services improvements (police, health, EMT, utilities, landscaping, traffic improvements etc.)
