Looks like it is not meant to increase a soldier's strength per se, but to help the wounded.

it doesn't seems to qualify to be called an exoskeleton. It might be considered a pelvic support but that is it.

It doesn't have to be Tony Stark's Iron Man suit to qualify as an exoskeleton.

It seems the Chinese have the same idea as we do, namely to use exoskeleton to lessen the physical strain placed on modern soldiers by their combat load.

An average American infantryman carries a 70-to-90lb pack on patrol, not counting body armor, weapons, and ammo. Total combat load burden can easily be north of 100 pounds. The exoskeleton can greatly reduce fatigue and prevent injuries to muscles and joints. It also makes moving around hilly terrain and woodlands easier.

Since this is something designed for combat operation, it has to be robust and easy to maintain, which is exactly what this 'simple' looking Chinese system is. Simplicity also means less bulk and less weight, allowing the exoskeleton to carry more useful load.
