They should also emulate Dubai's business model then as well.

When Dubai started off its people were very much similar to those of Gwadars. Dubai allowed all sorts of investment. It however said that whatever business you open 51% ownership should be in the hands of a local.

This allowed the inflow of money to the local. The local usually does nothing except get free money.
