That can be overcome, buddy. I don't know if the Philippines already invests on earthquake-proof building materiel and design (most probably) but these should prove to be useful in any exigency. I've personally seen some of the foundations built in Cebu's Provinces' Mandaue City firms that are financed by Japanese Firms. They are designed and built in such a way that is identical to Japan's. If this provides a visage of the development of Philippines' other cities , then its safe to assume that Manila , Makati and Quezon are also donned with the same strategies.
Well i agree about diversify being a province guy we should clean everything first before thinking about building economic centers like makati or taguig in other places like starting on the different capitals of the provinces like bacolod or Iloilo or cebu and mactan or kalibo and puerto princesa etc places were conflict is low or nonexistent then replicate this by continuing cleaning the areas of rebel activities and urban planing non stop like 1st phase 2nd phase after 10 to 20 years ahead so developments and preservation goes hand and hand unlike here in Manila which is a waste a real sad waste everyone just wasted old manila i feel sorry for the historical sites the conditions of buildings and roads etc on those areas like escolta parts of intramoros and liwasang bonifacio man unsafe especially the underpasses and the metropolitan theater man that building seen better days. If they planed manila like it should and this also goes for the rest of metro manila especially QC metro manila would been a great capital.

Most of the participants of NPA activities in Panay Island and Northern Luzon have been associated with those who are underpaid farmers, outliers in low paying professions, uneducated individuals who lack secondary education or collegiate education.
3. Infrastructure development is a great tool to facilitate integration , but should not be the sole strategic tool. Infrastructure development + job creation should be the proper strategy. The country can achieve this by allocating funds to develop industry, market in under-developed regions of the Philippines instead of centering it solely on Manila and the Greater Manila Region.
