There are many spies in ISI custody. But spies are brought in media only if there provide a strategic advantage to country like exposing the enemy involvement or to be used as a bargaing chip which @Pakistan First suggested. Otherwise, spies are kept in anonymity as long as agencies wanted them to be alive. Afterwards, they are silently put to grave.


Israel's Eli Cohen was executed publically in Syria because he became a public figure so much so that the government was considering making him Defence Minister. When Eli Cohen's cover was blown, the government had to explain and pacify the public which is possible only by public execution of Eli Cohen. So, cases of Eli Cohen and Kulbhushan Yadav are radically different. In our case, Kulbhushan Yadav is brought in media to show unrefutable evidence to the world that India is meddling in Baluchistan by sending in terrorist and supporting them via Indian military personnel.

Spies have always been treated beyond the established rules of war especially those engaged in epsionage and terror leading to death of civilian. Shaming and hanging spies publicaly has been practiced at times in past. Case in point Eli Cohen the Israeli spy hanged in Syria!
