Parrikar back to Goa politics post Cabinet reshuffle? BJP says will welcome him

Grapevine is Modi does not like independent thinking people like Parrikar as he sees them as his rival.

He likes light weight people like sushma, jaitley and rajnath who can be easily sidelined. These ministries are directly being run by Modi through the corresponding secretaries, PMO & NSA. These ministers are just rubber stamps and Modi has full control on them.
Defence is a key ministry for Modi if he wants "Make in India" to be a success both he and Parrikar have said as much so maybe under a "yes man" the MoD can be better intergrated into MII. To date the MII gains from defence have been (very) marginal BUT DPP-2016 is a great hope for implementing a true MII impotus in defence and for that I think Parrikar deserves some real credit.

I feel defence minister has to be aggressive , in sync with military colleagues
If some one recommends VK Singh, just review his comments.. Most of it will be negative, unlike Parrikar.

Parrikar is the best man for Job for rest of this government .
You cannot gaurentee better DM than him, but can only experiment.

BTW all these ministers serve at the discretion of the PM of India and are indeed his rubber stamp. That is the job of the council of ministers, to implement the policy of the PM. Modi indeed has full control and that is the way India likes it.

India follows parliamentary system and unlike presidential system, PM does not have sole authority and ministers are not suppose to be rubber stamps.

Prime Minister is the first among equals. It is an established fact.
Even with parliamentary system, it is PM who is answerable and responsible for everything his ministers do.
So, any minister "under" the PM are there at his discretion to implement his agenda.

On the contrary. All I see is both Parrikar and Modi working hard to get defence manufacturing to India.
And Parrikar has been one of Modi's strongest supporters for a long time. What you are saying has no proof. In fact, there is not a whisper anywhere of Modi being unhappy with Parrikar.

If and when Parrikar goes back, it is because of the ineffectiveness of Goa BJP's leadership to handle the state than anything else.

To add, I doubt a person like Parrikar who managed a state on his own will ever be subservient to Modi or any other person...but he would definitely take into consideration PM's views. As part of National Security Council, both Modi and Parrikar would be discussing each and every defence acquisition and planning on regular basis.

And yes, after Modi, Parrikar has very good chance to become PM candidate from BJP. :)

Then what is the purpose of the Council of Ministers? Why not PM directly handle all affairs ?

Constitution of India refers to collective responsibility of Council of Ministers and nowhere does it say PM has complete authority rather PM has responsibility to communicate the decisions of the council of Ministers to the President.

Following are excerpts from the Constitution of India:


It shall be the duty of the Prime Minister—


(a) to communicate to the President all decisions

of the Council of Ministers relating to the

administration of the affairs of the Union and

proposals for legislation;

(b) to furnish such information relating to the

administration of the affairs of the Union and

proposals for legislation as the President may call

for; and

(c) if the President so requires, to submit for the

consideration of the Council of Ministers any matter


on which a decision has been taken by a Minister but


which has not been considered by the Council.




75. (1) The Prime Minister shall be appointed by the

President and the other Ministers shall be appointed by

the President on the advice of the Prime Minister.


(2) The Ministers shall hold office during the pleasure


of the President.


(3) The Council of Ministers shall be collectively


responsible to the House of the People.

As far as I know he is on the "right" side.

Quite a few of BJP supporters would be unhappy if Parrikar leaves DM and that includes me as well.

Coming back to topic, PM is the top dog. Even without any ministry under him, PM of India is the head of CCS. Rest need to be ministers of home, defence and finance to be on it. The primacy of PM in India is absolute in governance.

Thank god he is staying. There needs to be continuity in Defence portfolio and Parrikar has done some really good work so far....and it will only get better as I see it.

Do you have the final list of who's in and who's out?
