U got that wrong mate.
Prime Minister is the first among equals. It is an established fact.
Even with parliamentary system, it is PM who is answerable and responsible for everything his ministers do.
So, any minister "under" the PM are there at his discretion to implement his agenda.
Then what is the purpose of the Council of Ministers? Why not PM directly handle all affairs ?
Constitution of India refers to collective responsibility of Council of Ministers and nowhere does it say PM has complete authority rather PM has responsibility to communicate the decisions of the council of Ministers to the President.
Following are excerpts from the Constitution of India:
It shall be the duty of the Prime Minister—
(
a) to communicate to the President all decisions
of the Council of Ministers relating to the
administration of the affairs of the Union and
proposals for legislation;
(
b) to furnish such information relating to the
administration of the affairs of the Union and
proposals for legislation as the President may call
for; and
(
c)
if the President so requires, to submit for the
consideration of the Council of Ministers any matter
on which a decision has been taken by a Minister but
which has not been considered by the Council.
75. (1) The Prime Minister shall be appointed by the
President and the other Ministers shall be appointed by
the President on the advice of the Prime Minister.
(2)
The Ministers shall hold office during the pleasure
of the President.
(3)
The Council of Ministers shall be collectively
responsible to the House of the People.
On the contrary. All I see is both Parrikar and Modi working hard to get defence manufacturing to India.
And Parrikar has been one of Modi's strongest supporters for a long time. What you are saying has no proof. In fact, there is not a whisper anywhere of Modi being unhappy with Parrikar.
If and when Parrikar goes back, it is because of the ineffectiveness of Goa BJP's leadership to handle the state than anything else.
