Islamabad: Stating that foreign aid is not a long-term solution, Britain's outgoing High Commissioner here Adam Thomson has asked Pakistan to widen its tax net that includes the elite who "can afford luxury cars and foreign trips but can't afford to pay their taxes".

"The problem starts at the top. By paying their fair share of taxes and backing tax reform, businesses, wealthy individuals and elected politicians in Pakistan can lead by example," he said.

Thomson said "these people should be paving the way, helping to close tax loopholes and encourage others to pay what they owe. Sadly, for now anyway, not all these people are the role models they should be."

According to the Federal Board of Revenue (FBR), less than 0.5 per cent of Pakistanis pay income tax. That's just 750,000 individuals out of a population of some 180 million.

Tax revenue in Pakistan, as a proportion of GDP is around nine per cent compared with 14 per cent for countries with similar per capita incomes.

"Until Pakistan can raise enough money through tax, it will continue to be excessively dependent on loans and foreign aid. Debt to repay loans now stands at USD 60 billion.

"This means that over 60 per cent of Pakistan's federal revenue is spent simply on paying back interest and debt every year, instead of being spent on vital services, such as education, health and infrastructure," he wrote in an article published in the Express Tribune.

He said, "That's bad housekeeping. It's bad for the ordinary men and women of Pakistan. It's bad for Pakistan's international friends, who want to trade, not give aid and whose taxpayers should not have to subsidise those in Pakistan who should pay tax but don't."

He said about one in three Pakistanis live on Rs 50 a day or less. They need help and jobs. Around 12 million children are out of primary school. They need quality education.

"Without raising more money through taxation, Pakistan will not be able to meet the needs of its rapidly growing population. Pakistan's future is at stake," he said.

He said Pakistan government recognises that it has one of the lowest tax collection rates in the world.

The PML-N manifesto set out the commitment to increase tax as a proportion of GDP to 15 per cent.

"Independent analysis shows this commitment is achievable. Better still, the government has given the FBR a clear mandate to increase tax collections by enforcing existing tax laws and bringing more people into the tax net who are, at best, creatively interpreting the rules or, at worst, cheating the system."

Quoting Pakistan Finance Minister Ishaq Dar, Thomson said that in the past 11 months, the FBR has witnessed a tax receipt of nearly 18 per cent.

"This increase is a testament to the hard work of the finance minister and his colleagues. Any increase in tax receipts is to be welcomed. But the gains are still lower than needed. "Not enough tax is raised to fully finance improvements in the quality of life for poor people. Surely, it can't be good for Pakistan that the elite can afford luxury cars and foreign trips but can't afford to pay their taxes?" he asked.

He said the UK plans to increase bilateral aid to Pakistan in 2014-15, making it the largest recipient of British aid.

"But we can't expect people in the UK to pay taxes to improve education and health in Pakistan if Pakistan's wealthiest do not pay meaningful amounts of income tax. This is not about raising taxes on everyone. This is about asking people to pay their fair share and what the law requires them to," he said.

He said UK was ready to offer its experience.

"We continue to champion the importance of more people paying their tax, more direct taxation and better enforcement against those who don't pay what they should.

"Pakistan has in its hands its own economic health and economic sovereignty. Tax avoidance and poor tax enforcement is cheating Pakistan’s future," he added.

When the Prime Minister of a country is a Tax Cheat , how can they ask others to comply with Income Tax Laws of the Country.

Nawaz Sharif and Showbaz Sharif keep their wealth out or the country and don't pay any Taxes in Pakistan. In the US , Public Officials and Politicians running for offices have to release their Tax Returns for last 3 years. Why don't the so-called Sharif bros. release their Tax Returns.

actually its the opposite, if a country is full of tax cheaters, its natural they will elect one of their own as PM, because the stigma of tax dodger does not stick.
Change should come from grassroot not from top.

Each year they report 20% increase in tax collection over previous and still are are struck with just 0.5% paying tax

Collecting tax from just 10% of Pakistan will generate hell alot of revenue

Exactly.

The people of Pakistan election Nawaaz Sharif precisely because they knew he would continue the tax holiday and not collect income taxes.

Instead he might impose consumption taxes which will hit the poor people worst (as percentage of income).
 
And people wonder how China and the US can get away with manipulating Pakistan so easily like its a marionette on a string. Until you solve this foreign aid dependency you are going to get walked on badly by any country dangling a bag of cash.

Things certainly have hit a low when US drones are allowed to hunt down people. What next 500,000 Chinese army soldiers being garrisoned on your border with India??

We are the only ones who pay taxes & then we've got people like @Marshmallow @Secur @HRK @Aamna14 & @jaibi who drive their Limousines & Porsches around the town but they just won't pay any taxes ! :(

in india if common man is 200 Rs short of tax payable then he is served a notice by income tax authority , thus people's anger on tax cheating politicians in india is quiet understandable..

to bring change at the top we need to have honest people at the grass roots , the elite always get the benefits.

Unfortunately I took Great Britain as my Tax Variant & so whereas I can, maybe, help you out there I don't think I'm much use to Pakistanis in that department ! :lol:

I haven't even sat more than a few minutes in the Tax Department because of that ! :ashamed:

I still don't know what you're studying or did study there in the UK ? :undecided:

We are living in Pakistan mister and nobody drives around here in limousines maybe not even a porsch most definitely fearing for their lives that they would be threatened for extortion :lol: And i do pay my taxes as i am a responsible citizen unlike some fake Kashmiris who can be bribed with food to do any and everything:D
