Pakistan to auction next-gen cellphone licenses

KARACHI, Pakistan--Pakistan said it would auction next-generation cellphone licenses on April 23, in a move that the government hopes will raise at least $1.6 billion and create new jobs.

Pakistan is the only major country in the region that still doesn't offer 3G services, surpassed even by war-torn Afghanistan. It will sell both the 3G and the more advanced 4G LTE spectrum, government officials said.

The auction is part of a series of measures that the government of Prime Minister Nawaz Sharif is adopting to spur the country's stagnant economy and attract investment.

"We expect to receive bids for up to five licenses for 3G and 4G LTE bandwidths. Gauging from the interest so far we hope that the revenues will be more than estimated," said Syed Ismail Shah, chairman of the Pakistan Telecommunication Authority.

The country's Finance Minister Ishaq Dar approved the auction at a meeting in Islamabad on Thursday.

A government-commissioned study by Plum Consulting forecast that the 3G spectrum auction could raise Pakistan's gross domestic product by $8 billion and indirectly create up to 900,000 new jobs.

The government said that bids for 3G license will start at $295 million, and for 4G LTE licenses at $210 million. Mr. Dar said in a recent Wall Street Journal interview he is hoping the process would rake in as much as $2 billion.

Currently, Pakistan has five telecom operators. At least four of them are expected to participate in the bidding process.

"The entire process was carried out in a very clear, transparent and professional way and we are satisfied with it," said Omar Manzoor, spokesman for Mobilink, Pakistan's largest cellular operator.

In addition to existing operators, a Turkish and a Middle Eastern operator expressed interest, Mr. Shah said.

Officials and telecom operators said that 3G services could come online within a few weeks of the auction.

"There is a consensus now among all the stakeholders that the auction should proceed quickly," said Mohammad Tahir Saeed, an analyst at Topline Securities, a Pakistani brokerage firm. "Apart from the telecom industry, it is the services sector that stands to benefit the most once the 3G network starts operating."

Pakistan has about 132 million cellphone users, but only 15 million of them use the slow mobile Internet currently available in the country.

Auction for 3G/4G licences: Turk Cell, STC seen joining the race

The chances of new international telecom operators in the auction for 3G/4G spectrum are going high after Turk Cell, Saudi Telecom Company (STC) have also arrived to study its business case and to assess market condition, it is learnt. Well-placed sources told Business Recorder that a two-member delegation of STC has reached the country and met Chairman Pakistan Telecomm-unication Authority (PTA) Syed Ismail Shah where queries about market, broadband services and opportunities for new entrants were made.

Chairman PTA briefed the delegation about the revised Information Memorandum (IM) for 3G/4G auction. Sources said the delegation is currently in the country and would meet State Minister for Information Technology (IT) Anusha Rehman and other high-ups next week and would file a report to their Board of Directors. A delegation of Turkish mobile phone operator Turk Cell also visited the country last week to study its business case regarding the spectrum auction.

Prime Minister Nawaz Sharif has approved the final policy directive on Monday last and the PTA has published revised IM according to which interested operators can submit their application and sealed bid for participation along with pre-bid deposits by April 14, 2014. The auction would be held on April 23, 2014 to mobilise over $1.5 billion non-tax revenue. There are three 3G (in 2100 MHz) and two 4G (in 1800 MHz) licenses to be auctioned through two-stage bidding. One 15 MHz spectrum from 850 MHz band will be allotted if any new operator gets the license.

According to the policy directives, the base prices are set as (i) $295 million for 10MHz paired spectrum in 1.9/2.1GHz frequency band (ii) $210 million for 10MHz paired spectrum in 1800 MHz frequency band (iii) $291 million for 7.38MHz paired spectrum in 850MHz frequency band. The inclusion of 1800MHz band was exclusively done to catalyse the deployment of 4G in Pakistan. Spectrum in 850MHz will give incentive for new entrants in Pakistan and will certainly foster competition.

ISLAMABAD: Pakistan Telecommunication Authority (PTA) has released revised Information Memorandum (IM) for 3G/4G auction.

The revised IM has been issued on the demand of the CEO of cellular mobile operators.The date of final auction will be April 23 and applicants submit sealed bid along with pre-bid deposits till April 14, 2014.

There are three 3G (in 2100 MHz) and two 4G (in 1800 MHz) licenses to be auctioned through two-stage bidding. One 15 MHz spectrum from 850 MHz band will be allotted if any new operator gets the license.

PTA did not change base price fixed at $295 million per block of 2X10 MHz for 2100 MHz band, $210 million per block of 2X10 MHz for 1800 MHz band and $291 million for 850 MHz band. Winners of 3G license (2100 MHz Band) would be eligible to purchase 4G license (1800 MHz).

The CMOs raised their concerns on the initial IM issued by the government in which new entrants were given ‘special treatment’. The operators were asked to submit their advices on the IM to the government. In a joint declaration after the meeting, Anusha Rehman said the government would make all efforts to include the advices of all the stakeholders, particularly CMOs, to ensure transparency in the auction of the next generation spectrum.

Preparing for 4G: Wateen, Qubee to upgrade infrastructure

Wateen Telecom and Qubee would be upgrading their existing infrastructure to support high-speed Long Term Evolution (LTE) or 4G broadband in Pakistan, a press release said on Thursday.


The two companies, which announced to consolidate their wireless broadband operations in Pakistan last December, have signed an agreement with Huawei Technologies in Islamabad on Thursday. Under the agreement, Huawei would supply the hardware for this network upgrade, which they expect would be completed by the end of next month.

Asked if the consumers would get 4G services in fixed broadband, Wateen’s Manager Corporate Communications and Public Relations, Salman Mazhar told this correspondent that in the first stage the two companies would upgrade their infrastructure. Announcements regarding the improvement in services or new services would be made later, he said. The company didn’t disclose the investment amount either as Mazhar refused to disclose financial details.

The company, however, says the equipment provided by Huawei would significantly improve the coverage and capacities of the existing networks of Wateen and Qubee, enabling customers to get speeds effectively up to 20 mega bits per second (Mbps).

The move is in line with the policies of WiMAX Forum – the global body that certifies and promotes compatibility and interoperability of WiMAX products and services. About a couple of years ago, Mazhar said, the WiMAX forum had announced a roadmap for WiMAX operators to upgrade their networks to LTE technology.

The network has been designed and dimensioned to provide not only retail but wholesale high speed capacities and support plug and play solutions to consumers, as well as customers from the corporate sector and small and medium-size enterprises (SMEs), the company says.

“I am confident that this agreement will catalyse the next revolution in communication services in Pakistan,” Wateen CEO Naeem Zamindar said.

The fixed broad band network would improve the broadband services offering in the country and enable the proposed joint operations to provide high-speed broadband services at affordable prices, the press release said.

Huawei is a key member on the WiMAX Forum and globally known for providing quality hardware to WiMAX operators, Mazhar said in response to a question.

“Emerging services require higher network quality where operators need to pay more attention to the quality of services,” Huawei Pakistan’s Deputy CEO Ahmed Bilal Masud said in the press release. He said his company would provide the required support to the increasing complexity of network architecture through its multi-technology solutions and worldwide expertise.

Spectrum auction: PTA accepts bids for 3G, 4G licences

The bids of four leading telecom operators for the auction of 3G and 4G licences, was accepted by Pakistan Telecommunication Authority (PTA), raising prospects of generating over $1.3billion in revenues for the public purse.
After intense scrutiny, the telecom regulator on Thursday announced the names of successful bidders which are; China Mobile (Zong) PTML (UFone), Mobilink and Telenor Pakistan. However, Warid Telecom Pakistan, owned by the privately-held conglomerate Abu Dhabi Group, did not participate in the bidding process.

According to details, the four telecom giants will now compete for three 3G licences during the auction slated for April 23. “As the demand exceeds supply, the allocation of the spectrum will happen through an auction process,” PTA officials said.
Conversely, the regulator did not disclose the amount and types of bids that were submitted by the operators.
Commenting on the process, a senior PTA official said that the types of bids and amounts will not be revealed till the results are out. He added that the outlined auction procedure prohibits the operators from knowing the details related to bids submitted by other operators.
With no new entrant participating in the process and the 2G licence — priced at $290million and reserved for new entrants — not being auctioned, the government’s original estimates of generating up to $2 billion through the auction have dropped to $1.3billion.
In an effort to shore up foreign investment, the government had initially made frantic efforts to convince telecom giants from Turkey, Qatar and Saudi Arabia to participate in the bidding process for the new telecom spectrums.
While talking to The Express Tribune, Minister for Information Technology Anusha Rehman said that despite no new entry in the country’s telecom sector, the government hopes it would generate over $1.3 billion from the auction of next generation spectrums.
Rehman said that the government did not accept foreign players’ offer because of their condition to oust existing companies from the process of auction.
Expressing cautious optimism, Rehman further said, “We are happy with the results so far. Everything is going smoothly and transparently. The prime minister is directly supervising the process.”
On Wednesday, a Supreme Court bench headed by Justice Jawwad S Khawaja ordered that the proceeds of the auction should be kept in the Federal Consolidated Fund (FCF) until it settles a dispute about the custody of the Universal Services Fund (USF).
During the court proceedings, PTA Chairman Syed Ismail Shah refuted media reports about dismal response from bidders. He said the sale was necessary because the demand was higher with respect to the radio frequency spectrum put on offer by the regulator.
The PTA chief said the next six days were crucial but misreporting might adversely impact the auction scheduled for April 23 by encouraging outsiders to seek a stay order from the court.

SC asks media not to misreport 3G/4G auction

The Supreme Court, on the request of Chairman Pakistan Telecommunication Authority, Friday asked the media persons not to sensationalize and misreport 3G/4G auction. The three-member bench of the apex court, headed by Justice Jawwad S.Khawaja, resumed hearing of the case.

At the outset of hearing, Chairman PTA Dr. Ismail Shah pointed out that there had been some mis-reporting in the press and there were indeed contradictory reports which were vastly opposite to each other and some were even misleading.

He expressed the apprehension that any mis-reporting may have an adverse impact on the auction which is due to be held on April 23. “It appears that four bidders who are qualified and will be participating in the auction are market players, familiar with the Pakistani Telecommunication environment,” he said and added that these four bidders may, on account of their specialization and sophistication in the industry, not be influenced by such press reports.—APP
