I dont think it is decision of either doctors or govt whether to treat child for free. Its decision of hospital management who bears the cost. Govt acts as facilitator( speedy visa) other than that you cant take any credit for what a specific business entity did. You are not a shareholder, right?

Partially. Even if upto 80% of the liver is removed, it can grow back. Not if it is removed entirely.
