World Wide how do Provinces or States generate income with in the Province or State

FUNCTIONAL PROVINCE

#1 Source of Income : Transportation System Run by Province
Potential Income: Billions of Dollar

• Bus System
• Train System
• Licencing for Taxi

A properly implemented scheme across each city / provinces generate massive
income from Taxation and Revenue collection


#2 Source of Income: Parking Passes
Potential Income: Billions of Millions

• Parking in city zones , requires people to keep parking passes and this generates lot of income for provinces the money is used for new roads

#3 Source of Income : Licence Plates Renewals
Potential Income: Billions of Millions

• Licence plate renewals ensure the vehicles are tested by mechanics before a approval is made for car to be on road. Only safe vehicles are allowed on road. Each car owner pays a fixed amount to renew their licence , the valid licence number is needed in order to attain car insurance for the vehicle

• Vehicles which use highways pay fees for driving on highways the money is used to make upgrades on highways and repairs

Own a home , a tax fixed amount is due , does not matter anyone lives in it or not
The funding collected from it is used to improve neighborhoods , construct parks and develop plans to keep neighborhoods clean


This money generated is normally Above the funding given to province by Federal Budget
When a province is dysfunctional , they only wait for funding from Federal Source on year by year basis and the programs are always ill funded

Most Pakistanis Provinces seem like they are always waiting for a funding package to come from Federal Government but they themselves do not implements processes , to collect money at Provincial Level in order to become self sufficient

Well the Political Families are always talking about the 18th Amendment (meaning correction done in law)
But they do not tell the Pakistani Public

Have they fixed the Provincial System for generating income for Province by implementing proper transport system , collecting money from Parking passes, or are they collecting property Tax from home owners. Is Toll Money successfully collected for people who use the highways

Stuff does not come free , every thing has a cost which needs to be paid


Success Criteria

• Ideally each province Mayor should be coming forward and telling Pakistan I generated x amount of billions from my local initiatives

• Every province should have a positive balance from collection of fees/Taxes this money should be polled up separately in Federal Account

Failed Government

• Comes up and says they generated no income from Provincial Taxation

How Difficult is it to order 1400-1500 Buses for starting a Provincial Government based bus service ????


How difficult is it to register all homes and their owners in Registry and then track if yearly taxes paid on property?

How difficult is it to collect money from Licence plate renewals done world wide in all countries (developed)

There has never been a culture of serving the people. When you don't have a proper foundation and the government is looting from the front everyone else will follow suit. Serving the people and earning revenue for the sake of people never figures high on the agenda.

One word, competition. Make them compete, and see them rise.

It is a vicious cycle. I agree with all of the above, but again you need a clean and transparent government leading from the front. All of our leaders and people understand what needs to be done, but are they willing to put their corruption and duplicity aside to serve the country? That has never happened in Pakistan and we finally got a ray of hope. I hope Imran Khan is able to capitalise. He is doing a good job at the moment, but as he squeezes more tightly you can see that people are becoming more anxious. The people are not used to transparency and paying their dues. Paying for services is an alien concept thanks to our institutions and previous regimes. It needs to change, but won't happen overnight. It will take time. People are also afraid about their money being stolen and not spent well. Who can blame them if you have Panama thief and Mr. 10% as your leader?

Pakistan will succeed if people put Pakistan above everything else. Pakistan is a complex and difficult society. There are so many different layers. Feudalism is another cancer that keeps progress and development at a minimum. There are many challenges. Each challenge impacts the other. It will take time.

Sir we are paying tax on everything you mentioned except BUS SYSTEM(Metro Bus and future Orange train etc) Which is nothing less then act of TREASON for this poor country.
Infrastructure Cost, Operating Cost, Maintenance Cost & Project Life Cost.

Should have invested that money in Bridges and Underpass & U-turn. It would have saved time and money specially import bill(Fuel)

Second and most importantly Investment in Hydrel projects. it will create money, will help reducing import bill, will help economy will reduce load-shedding and if its dam (Water Storage).


Trains i am not sure but we are paying some sort of taxes to Govt. And if train business is not profitable for you just privatize Each Train and charge them for using railway infrastructure.
