pakistan does it as a reciprocal gesture to Inian govt. release of pakistani fishermen. There is no "good will" here, only exchange of fishermen when India keeps up its demand of release of Indian prisoners in paksitani prison.

Probation in India happens when the prisoner applies for mercy of the court. Also it exist only for those under 21, not consenting adults.

Also its for the pakistani govt. to provide competent counsel for pakistani citizens arrested. If they fail to do that, they will be assigned a court ordered lawyer who is usually someone who is new to the job.

Yes, there are many kinds of probation criteria. They can also apply for probation in China. It's not different. but China gives "priority" to the elderly, minors and pregnant women.
