It quotes T Suvarna Raju,the MD of HAL. There is nop better source than that.

As I said earlier all these are experimental microsats with no Attitude & Orbit Control Systems, Propulsion or payloads except for some scientific/experimental ones.

Badr 1 is no communication satellite- may be it carried a beacon.

badr-b was an remote sensing satellite design in pakistan having high res camera

Badr-B is a 70 kg microsat carrying a British developed imager of 250 m resolution. Also lasted for just a few weeks.
