Mazhar was not a diplomat but an official in the High Commission

He was detained by Banani police on Jan 12 with one of his accomplices while having a secret meeting.

Brother i'm not sure of protocols in Bangladesh, but i suppose diplomats and official staff attached to an embassy or missions have some kind of immunity and they cannot be tried or arrested unless there is a grave offense as defined by law of land.
But it looks like authorities have a water-tight case against the person that led to his ouster. Bangladesh government has already said in past that it will not allow anyone to use its territory for any Anti-India activities and the charges put on the person in news are quite serious.
