Energy crisis: Pakistan to seek free oil from Kuwait

ISLAMABAD: A day after authorities refused to increase domestic oil prices in line with the international market, President Asif Ali Zardari is scheduled to visit Kuwait to find a solution to the matter – which may include seeking free oil from the Gulf state.

The president, who on Friday flew to Kuwait on a two-day visit, will request the Amir of Kuwait, Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah, to supply half of the diesel fuel it exports to Pakistan for free while extending the credit period on the remaining 50 per cent, according to sources at the petroleum ministry.

In 1998, Pakistan was granted a similar facility by Saudi Arabia in the aftermath of the country’s nuclear weapons tests, which resulted in economic sanctions from the United States and Europe. In 2008, however, the government’s attempts to seek such a facility from Iran were rebuffed.

The government faces a severe financial crunch, since international donor agencies have refused to grant any more aid to Pakistan until the government undertakes drastic reforms to the energy sector and tax collection mechanisms. The $11.2 billion loan facility from the International Monetary Fund (IMF) has been put on hold because of the government’s failure to deregulate energy prices – including oil – and levy the value added tax.

For the past three months, the government has refused to increase domestic retail oil prices owing to the growing unpopularity of the PPP-led administration, which feels that increasing fuel prices would be unpopular. During this time, international oil prices have risen by 16 per cent and are expected to continue rising as unrest in the Middle East continues. The decision to not increase oil prices has already cost the government Rs11 billion and is expected to take that cost to Rs24 billion in forgone petroleum taxes over the coming month owing to the president’s decision to hold domestic prices steady, despite the international rise.

Kuwait is the third largest exporter of oil to Pakistan, following Saudi Arabia and the United Arab Emirates. Imports from Kuwait constitute 19 per cent of the country’s total oil imports.

Pakistan imports roughly 3.4 million tons of diesel oil annually from Kuwait, worth $2.5 billion, approximately three-fourth of total domestic consumption. If Kuwait agrees to provide half of its exports for free, it will cost approximately $1.2 billion, at current rates, in forgone revenue to the government-owned Kuwait Petroleum Company.

According to an existing agreement that will expire on December 31, 2011, Pakistan imports oil from Kuwait on two months’ deferred payments. Islamabad has sought a 30 day extension in the credit period and also wants to sign a new agreement for a period of two years.

Instead that retard should have asked the Kuwait gov to east the visa restrictions on the Pakistanis, and allow more labor both white and blue to come to Kuwait. And rather then going for free oil which I doubt will come through should have asked for better rated, and good credit lines. Plus should have done so many other things, and above all should have known that instead of him coming here who is a hated figure amongst the Kuwaiti elite should have send some one else to negotiate the deal.

The free any thing is not the solution if you were serious about your post aka not trolling. What it will do for the common man on the street if Zardari and his cronies are still going to charge the market rate and still keep steeling the money.

Seems Pakistan is fast returning to its 2008 credit crunch level.
In 2008 to Pakistan after being refused by Iran ..went to Saudi Arabia but were refused...after which Pakistan approached IMF for a loan.


ISLAMABAD (May 19 2008): Pakistan has decided to approach Saudi Arabia for a 1998-like special treatment to import oil on deferred payments to offset pressures on its economy.

A Ministry of Foreign Affairs letter, dated March 27, 2008, addressed to the Ministry of Finance (MoF), Ministry of Petroleum and Economic Affairs Division (EAD), indicated that Pakistan is going to take up the matter with Saudi Arabia during an upcoming visit for securing a special arrangement for oil import on deferred payments in the near future.

Through the letter, the Ministry of Foreign Affairs has informed the Ministry of Petroleum and Ministry of Finance that the matter of import of oil from Saudi Arabia on deferred payments is likely to be taken up during a high official visit in the near future.

The visit is indicative of Prime Minister Yusuf Raza Gilani's visit to Saudi Arabia. The Prime Minister was supposed to visit Saudi Arabia for performing umra soon after assuming the office of the Chief Executive of the country, but political uncertainty forced him to stay most of the time in the country. However, he is expected to visit Saudi Arabia to perform umra and hold bilateral talks, including oil import with Saudi rulers.

The Foreign Affairs Ministry's letter also has the details of oil Pakistan got from Saudi Arabia under a special arrangement of deferred payments from July 1998 to December 2004. This was the period when Pakistan was facing hard time on economic front due to the economic sanctions imposed by the US and other major trade partners depriving Islamabad of any kind of grants or soft loans.

Pakistan then had approached to Saudi Arabia for providing it oil against deferred payments in June 1998.It positively responded to Pakistan's call and provided it oil worth $3.3676 billion from July 1998 to December 2004.

The details showed that Saudi Arabia provided 30 million barrels oil of $375 million in 1998-1999, 33 million barrels of $785 million in 1999-2000, 25 million barrels costing 682 million in 2000-2001, 26 million barrels of $577 million in 2001-2002 , 24 million barrels of $644 million in 2003-04 and 10.77 million barrels costing 302 million in 2003-04.

Pakistan is again facing hard time and is looking desperately for financial support from friendly countries. China had already provided it $500 million on soft terms and conditions. Saudi Arabia had provided Pakistan $300 million for budgetary support in March this year. However, it's is looking forward for support from Saudi Arabia in terms of oil import against deferred payments.

Obviously he will have to charge the market rate, but it will help the Pakistani currency reserve.It will be good for the nation

Most of the Arab leaders in the ME except for the ones in UAE dont trust this guy due to his shaddy past. And well he is not even liked in Pakistan, so I dont blame the Kuwaitis. Secondly the PM was here for a day 2 days before Zardari came so he should have stayed. And lso I forgot to mention Zardari could have also asked for the Kuwait authorities to ease the restrictions on Pakistani exports specially in Agriculture.

U are right but the Saudis already provide us oil at a cheaper rate, but still what the common man pays is a very high rate and most of the time is not getting the needed supplies. And it has started recently due to huge corruptions that is taking place because of the gov that is in place.

U are right but the Saudis already provide us oil at a cheaper rate, but still what the common man pays is a very high rate and most of the time is not getting the needed supplies. And it has started recently due to huge corruptions that is taking place because of the gov that is in place.

Iran wont be so benevolent.
Idea of agricultural products being import duty free is a good idea but right now Pakistan needs all the food it produces because of the floods.
And it is good that Pakistani is looking at friendly countries
who knows may be
they will accept the request

They have other options but most politicians in Pakistan have found an easier way to generate revenue for themselves rob from treasuries and beg for goods from the world if they do not give us Aid we will simply beg for it Ta-DA .

All politicians in pakistan are un educated idiots they dont care for the country but there seats as mentioned above.
