ISLAMABAD: Pakistan will raise $623 million by forcing wealthy tax evaders to cough up, the country’s finance minister said Thursday, speaking on the eve of unveiling the budget for the next financial year.

Finance Minister Abdul Hafeez Shaikh did not go into details about how they would be made to pay. Analysts say meaningful tax reform should lift exemptions on powerful interests, such as the country’s enormous agriculture sector.

Pakistan has long defied Western pressure to end giant tax-dodging in a country where barely one per cent of the population pays at all, as a corrupt bureaucracy starves energy, health and education of desperately needed funds.

The IMF last year halted a $11.3 billion assistance package over a lack of progress on reforms, principally on tax.

In the wake of catastrophic 2010 floods that cost the economy $10 billion, Washington donated hundreds of millions of dollars and demanded that Pakistan’s rich, whose lifestyles outstrip many in the West, step up to the plate.

“The government plans to bring into the tax net, rich people who have so far been evading taxes and hopes to collect 53 billion rupees ($623 million) from new taxpayers,” Shaikh told a press conference.

“It will boost confidence and reduce dependence on foreign assistance,” he said, adding that “enhanced tax collection” will reduce the need for loans.

Pakistan’s tax revenue amounts to less than 10 per cent of GDP, one of the lowest rates in the world and worse than in much of Africa, say economists.

Shaikh said the economy had grown only 2.4 per cent in the fiscal year ending June 30 with the fiscal deficit at 5.3 per cent of GDP and inflation at 12 percent.

An annual government review said that a decade of the “war on terror” had cost the economy $68 billion.

“Western countries, including the United States, continue to impose a travel ban for their citizen (investor, importers etc.) to visit Pakistan,” said the document, reviewing the economy from July 2010 to April 2011.

“This has affected Pakistan’s exports, prevented the inflows of foreign investment, affected the pace of privatisation programme, slowed the overall economic activity, reduced import demand, reduced tax collection, expenditure over-run on additional security spending,” it said.

In the current fiscal year alone, it said, the war had cost the Pakistan economy $17.8 billion and warned that costs were likely to rise further.

Anyways great news. I hope this 'operation' goes successful, and tax evaded is paid back with a fine of 50% !!

Will he ask Zardari to pay Tax on his $billions? What is Zardari's residencey, where he pays tax on his Income? What is his Income? Where he declares it?

You see this is the problem, nobody is going to listen to or comply with the requests of Sheikh a hired gun. He has no stake in Pakistan, like Zardari.

When people can see President of Pakistan, became a dollar billionaire without any business or Income to show for his wealth generation, people wouldn't take Sheikh seriously.

I ask simple question from Sheikh, can he show us how such rise in Zardari's wealth was possible from him borrowing Rs100,000 at the time of his management of Bambino Cinema to now his wealth of billions of dollars? If you can produce Zardari's accounts for the people of Pakistan and show where he declared his Income and paid his taxes during the period he accumulated billions of Dollars, we would be ever so thankful to you.

Imran Khan is right, when you have "benami" wealth and properties, business can not show your source of Income, then you can not lead Pakistan.

But unfortunately Pakistan is headed by a thief who can never show sources of his rise to a dollar billionaire.

I asked this question from a PPP high up in London few years back, when BB was still alive.

The answer and threat I received is not worth stating. But since then I have realised PPP "Permanent Plunder Party" is bunch of thugs, criminals and looters.
 
It's just smoke and mirrors.

The entire civilian political leadership is dominated by feudals. Do you honestly think they will tax themselves fairly?
 
I am totally against massive military budget because performance of our security and foriegn policy is QUESTION MARK!!!!

See the last month... you can easily accept ... the massive security failed!! either on the streets ... on the border... and on the military base!

Non a single person have sort of feelings that this govt and this military will take care of his/her life!

3rd spending 500B on Military and spend JUST 16B on education WOW amazing impressive!!!

Rest of Agriculture .... Poverty... read budget careful you will shock!

Paying taxes is an "obligation/fard" on each and every citizen of Pakistan. The corruption of the board of revenue personnel is not an excuse, protecting the agriculture sector and private industry is not an option and cannot be condoned ever! I personally do not even care if even 50% of the collected revenue gets siphoned off, the Pakistani nation has to pay its taxes. Eventually those who steal will either go to gallows are will be embarrassed enough by the media to stop stealing. The upside is that the government will be able to use the additional revenue to put money on healthcare and education.

Massive military budge is a function of the ongoing war as well as the threat envisaged on the eastern borders. Also do not confuse challenges with Internal Security to be the same as those against external threats. If the strategy is in place, the very same armed forces can handle both threats very ably.

The deficit will remain for as long as us Pakistanis continue to be miserly with our taxes (I do not care how much zakat people pay, required taxes have to be paid). That is the only way to bridge the deficit, increase our national savings, invest our own funds in our development and cut the shackles of aid.

Unless we pay our own way out of debt and realize how painful this journey is without turning to aid, there is no option out. One can blame the military budget for all our ills but in reality its $3-4B out of a total annual budget. For a country with Pakistan's population and the prevailing IS conditions and the ongoing war, the $3-4B figure is the bare minimum given the wear and tear on the equipment nd other costs incurred etc.
 
Even if they manage to gather that amount nothing good gonna happen to me. That's nothing against what already been paid by Pakistanis. What happens to more then trillion rupees taxes? All goes into corruption, running cost of those ministers, etc... The country dependent upon people and forean aid will always remain poor. I don't see any future of Pakistan or the Pakistani if the government and their policies remain same(Zardaris, Nawaz etc)

I have no issue if we will spend even 99% of our budget on our military.. but IF military will openly explain that these WARS and on going Military policy and foregn policy (WHICH MADE BY ESTABLISHMENT) will secure Pakistan and every life of Pakistani citizen SAFE and SECURE! otherwise spending on military in current situation is like waste of money nothing else more!
