So can Pakistan and and has always done it for its own strategic interests in Afghanistan , Iran , India . Your capability do anything to Pakistan is pretty much Zero . the only thing you can do is get your army on borders and when our army and airforce comes over you decide no you don't have the balls to do it . 2001 and 2008 being recent examples . Today the boots on the ground are autonomous and they can kill as many Pakistanis as they can without any issues.
