Pakistan to manufacture cellphones, smartphones

s800 billion to Rs1 trillion telecom revenue estimated in the near future.

Pushed by burgeoning demand, and encouraged by examples of China and India, Pakistan has decided to domestically manufacture cellphone and smart phones.

An agreement has already been reached with Huawei and Hairon this. They are working on setting up their first plant in Pakistan for manufacturing cell phones and laptops. Later, this will grow to semi conductors for outside suppliers (like LG and Samsung, etc) and consumer electronics, like the TV's, etc.

Later plants will be put across KPK, Baluchistan (around CPEC route) so that the things built can be shipped quickly and easily from Afghanistan to Central Russian states on one side, and on the other, from Iran to the remainder of the world through rail or even through ships, etc!!

I've written about it last year when Huwaei and Hair presented the proposal to the Pakistani PM's office the first time. This will bring Pakistan's labor and industry right at the current standards of mobile, laptops, tablets and consumer electronics development. Very good progress and it'll tremendously advance Pakistan into the modern consumer electronics market.

Until Govt. or some private player invests in nano-tech labs for in-house fabrication, it's only a dream.

Well, the dream has been agreed upon as of last year. If you give it about one to two more years, you'll actually start to see manufacturing plants one by one, taking your country into the 21st century in terms of consumer electronics assembly and later, actual development. This will also result in about 3-5 million good paying jobs around Semi Conductor and Electronics Engineering fields (and other businesses which will feed this massive industry).

Dont we already? We have home grown smartphone brands such as Q-Mobile that are popular throughout Asia.
They are imported fully built from China and relabeled.
Much like how almost all 'Indian' mobile companies import their products and relabel them as 'Indian'.

Q-Mobile does not manufacture their own sets, they order them from white label manufacturers. Haier produces their sets in Pakistan though.
Haier still assembles, they are set to create a manufacturing plant soon near Lahore which will increase local production and cheaper rates

Hair only assembles their products in Pakistan. As opposed to CBU(completely built unit), they import SKD and assemble them at a Pakistan 'factory'.

As a matter of fact, there was literally just one factory that had the deepest assembly - and built phones from semi conductor imports in entire South Asia - and that was in Chennai for Nokia.

I use the word 'was' because that plant was shut down for numerous reasons(labour issues, bankrupt company, state govt putting up unreasonable tax demands). Today almost all phones in India( a market of many hundreds of millions in mobile phones) not a single phone is manufactured ground up whether by Indian companies or foreign ones. Its a tragedy of such epic scale that can make a rational man weep for the wealth that is going out of the country.

Its all assembly - at various levels. Even the deepest manufacturing of mobile phones that takes place in India involves component imports from China and Taiwan.

Its only starting now - under Modi govt's revised tax structure and incentives that companies are starting to invest in phone manufacturing(in the real sense) in India.

The new GoI realised that assembly is happening under the name of manufacturing.
And so GoI's stated goal now is to create a component supplier ecosystem in the next 3 years in India...without which there will always be assembly in the name of manufacturing in India.

All this in the last one year:

Mind you - as volumes of Foxconn's products (Xiaomi, One Plus, etc) are rising, they are starting to go deeper into manufacturing(aka assembly).

But..and god bless this fact... this is getting coupled with semi conductor investments also starting in India - fabrication plants and the like.

So true manufacturing should start happening without sourcing in a year from now ie 2017.

Why don't you let Pakistan related threads remain Pakistan related threads?
Because in this case, we suffer from the exact same problem as Pakistan. A drain on wealth because of no manufacturing in consumer electronics sector. This isn't India shining here. Its India failing here.

Not even one phone is manufactured in India right now, its all assembled.

And since India is trying to rectify the exact same problem, a similar solution can be tried by Govt of Pakistan as well.

What is so hard to comprehend here?

Impossible to manufacture smartphones or for that matter any other high end electronics in Pakistan. The kind of ecosystem they have in China is impossible to beat even in countries like Malaysia. Pakistan will be lucky to have assembly plants.

And Telephone Industries of Pakistan (TIP).. I have been there. There are 60 year old unionized babay sitting there soldering joints on PCBs. TIP has to be bulldozed down to ground and built up from scratch if anyone wants anything meaningful to come out of it.

Eventually in india the Assemblies shall lead to manufacturing and the above news that you mentioned only support this fact.
Maybe this will take more time. Here in Pakistan even the phone assembly is on its infancy. But that should realistically lead to manufacturing in a decade or so if it all works out

Chillax man, yes we often get tired of the meaningless and mostly irrelevant bragging but what the indian dude said is correct and I find no wrong in it. The word "manufacturing" should actually mean manufacturing instead of giving assembly a tag of manufacturing

I used the word 'trying' because the last GoI also tried to give a thrust to electronics manufacturing. This started after an internal report that by 2020, India's electronics import bill will exceed the petroleum import bill!

and that attempt failed completely. Zero output. Heck not even one flat panel tv is manufactured in India or solar cells because of their thrust.

The new GoI is certainly more competent..I can however only keep my fingers crossed that it works this time round.

you should be optimistic,
the likes of Micromax that Ive only seen in India should be mature enough in lets say 5 years to be completely local.

I wasn't talking about building the parts from scratch. I meant that in order to get anything close to a smartphone or even a feature phone out of TIP, you have to overhaul it completely including its HR.

The immediate steps to be taken are to float Expression of Interest (EoIs) for local manufacturing of mobile phones and smart meters under he revival and revitalisation plans of Telephone Industry of Pakistan (TIP) - the factory built by Seimens of Germany. It was the first factory which started making telephone apparatus and later on full fledged telephone exchanges and telecom equipment at Haripur in Khyber Pukhtunistan Province in 1950s. It is called of Mother of All Telecom products. This state-run factory has recently performed poorly both financially and production-wise.

aint that a good thing? thats the beauty of android. its so customizeable, The Google apps preinstalled are quite bloated,
A Custom ROM is like the best thing for Android regardless of what phone it can be,
I own a LG G3 and I rooted it and after a while i try newer and better ROMS, and its always updated, no google app or bloatware.
Although OEM's rarely release Updates but due to the Custom ROM now I use the latest build of Android Marshmallow which isnt officially available in LG G3.

Xiaomi and its smiliar brands are Flash Friendly and its rather easy to Flash such CHinese phones and can be Tinkered according to the use.
which is something great. it would be great if such phones are manufactured in Pakistan,
availability of such devices would benifit us all.


There is no Xiaomi in Pakistan,let alone an issue of Google Services. Only Huawei is here and its thriving. My first Smartphone was also a Huawei and it was a great experience, its amazing how improved the smartphones are nowadays..

on a side note I heard One Plus One received quite a good response in India.
One plus one is truly best bang for the buck till today

"Foreign investors, who are seeking investment in the telecom sector are likely to get big incentives," Ministry of Finance sources say. They include prospective investors, particularly from UAE, Saudi Arabia, and Asean. Some of these investors propose to join hands with Chinese companies which have reputed and cost-effective technology and trained manpower. Their pans are to make Pakistan as the production base to feed the Pakistan-Central Asia-Iran, and Middle Eastern and African markets for telecom and cellular products.

Domestically, with a population getting close to 200 million in Pakistan itself, there is a huge big market for these new, hand held sets as their demand is equally strong both in the urban as well as rural areas, like far away Gilgit-Baltistan on the Chinese border in the north and Chaman in the south, bordering Iran.

Beside China, which is a big suppler of mobile phones through official-channels imports and trade, thousand more of the mobs, smart phones, and the rest of these telecom products are smuggled duty-free into Pakistan every week.

"The decision has been made by our Ministry of IT and Telecom, Minister of State Mrs Anusha Rehman told this writer.

"As soon as our domestic manufacturing starts, Prime Minister Nawaz Sharif's government would have fulfilled one more promise to provide cheaper products to people, expand local manufacturing and ensure more jobs to Pakistanis," she also said.

IT and Telecom Ministry sources say after the recent launch of $46 billion China-Pakistan Economic Corridor (CPEC) prospects of Chinese investment in Seimens have brightened. It may run in public-private partnership mode, says Azmat Ali Ranjha, secretary, Ministry of IT & Telecoms. When it resumes working in that mode, the plant will start manufacturing mobile phones and smart meters. Zia-ul-Haq, managing director of Seimens says an EoI is expected to be submitted soon.

When the prospective investors look at the demand within the region and Pakistan, itself, it is huge - and still rapidly growing. Shipments of smartphones in Pakistan massively surged by 214 per cent on year-on-year basis during the first three moths of 2015 compared to the last year, says the just unveiled report of the International Data Corporation (IDC).

"The shifting dynamics of the Pakistan mobile market to the deployment of 3G/4G networks across the country and the subsequent rise in the demand of devices that are compatible with the infrastructure," according to the report.

IDC report further said Pakistan has traditionally been a feature phone market; indeed just three years ago in 2012, around 93 per cent of all mobile phone shipments in the country were feature phones since here was no network to support smartphones.

"Even those consumers that did not own smartphones had to be content with only using traditional voice and SMS services. Last year, however, the market has experienced a drastic shift to the smartphone form factor. Smartphones now account for around 30 per cent of all devices shipped to Pakistan up from 25.3 per cent previously."

The IDC report also pointed out another important factor and said mobile phone penetration currently stands at around 75 per cent in Pakistan, meaning here is a sizeable share of the population that has yet to acquire any type of mobile device. Uptake among the fist-time buyers is sure to spur the smartphone market's development even further.

What brands are being purchased? IDC said QMobile continues to dominate the market with an overall share of 58 per cent, leading in both feature phone and smartphone segments. Nokia and Voice are the other key players, with the share of 17 per cent and five per cent, respectively. The market is also witnessing an influx of new vendors, trade marks and brands.

The IDC also expects that the competition will intensify as other players such as Voice, Samsung, Huawei, and Lenovo make inroads into the market. Samsng, for example, initially, had a hard time in the Pakistani market, but recent changes to its product mix and target price bands have helped it to finally gain traction in the market, recording six per cent share of smartphone shipments in the first quarter of 2015, IDC says.

How big is the market-revenue-wise? The entire telecom sector revenue totaled Rs300 billion in the first half - July-December of financial year 2015, tax officials say.

A big surge is forecast in the future as the sector expand all round. One estimate puts the additional annual revenue at Rs800 billion to Rs1,000 billion in the near future. Dr Ismail Shah, chairman of Pakistan Telecommunication Authority (PTA) said with the use of 3G /4G services since last year 900,000 to 1.2 million people are being employed in the IT sector.

This scale of growth, and with prospective cellular and IT investment by foreign and domestic investors will provide a huge growth and big profits. Everyone inside Pakistan and among the foreign investors, is sure of that.

My father was MD of TIP he just got retired. He n his team tried so hard for TIP revitalisation but Ministers n Members of IT ministry were never ready making excuses that it's a dead project n it'll not work out.
All we needed was a will and now things are starting to work. Some days ago IT minister Anusha rehman gave some positive remarks about revitalisation n now green signal is being shown from higher end.
TIP n Comsats students once as a competitor developed a Biometric Electronic voting Machine for ECP Both were out standing but ECP rejected both n selected India made machine that had just buttons on it nothing else not even NADRA biometric device by saying it is cost effective.

The main problem for our dying projects who once were idole n role model like PIA, Steelmills, TIP others like PTCL , PAK railway n OGDCL is Ministries they are never ready n willing to do work for these projects n support them.
And at the end they will put all the balmes on the Company innocently in the AGM as theybdid their best.
I hope to see pak made smartphones soon.

Your Father's efforts are appreciable, whoever gets the blame is another story but the fact is this Organizations has losses among milllions, someone has to end that.
just Anusha Rehman wont be enough, people there have to really work hard to get it to its former glory

Believe my these organisations were doing their best to keep the circle rolling. But nothing can't be done if their required finances are not approved. These organisations were not one time investments govt should have paid them to keep these org up to the latest technology to keep these units running. And from that point the losses you are talking about starts.
When they are not paid by govt they reduce the making of their products/service to meetup their expense.
