Pakistan to buy only 18 F-16s

Highly unlikely. The only way the PAF will be able to procure a 5th generation fighter is if the J-XX is imported from China. However if the US maintains its influence/presence in Pakistan it is highly improbable that China will avail its most sensitive technology.

having a US influence does not mean in anyway that it will effect pakistan china military relationships. We can see from the offering of the J-10. It is china's most prestigious jet and pakistan was the first country being shown too and offered.
2025 is a long way to go, considering the circumstances, pakistan is already reevaluating its relations with the US. God knows what kind of relationship with the US we have then, but considering the facts, they doesnt seem so bright.

Can you see in your crystal ball once more and tell us how likely is to produce 5th generation fighters for those nations who have yet to produce proper firing tanks?
Very likely... given that it's a joint venture with one of the world's most successful fighter aircraft manufacturer who has most probably had access to the wreckage of a certain American stealth fighter that was shot down in one of their ex-client states.

P.S. You can keep the crystal ball, I'll stick with common sense.

J-10 is a 4th gen fighter whose technology isn't really sensitive. A 5th gen stealth fighter on the other hand is; and will remain this way until it becomes standard the world over.

Heck even the USAF doesn't give unfettered access to other NATO states to it's fleet of 5th gen aircrafts.

Oh yes the same common sense that told you that the IN would have the Varyag now? That the Arjun would be operational now? The LCA would be ruling the skies?
The reality is that the Russian aerospace industry needed a injection of cash. And now that the Russian economy is back on it's feet they will no doubt use this to develop their own airforce first and foremost. Also Russian estimates have been somewhat off lately huh? according to some reports the Russian PAK-FA would be flying a good three years before any Indian one.....why is that do you think? Given the Russian track record I'd add a few more years to that.......

Who said China has to give its best to Pakistan? Pakistan and China can work on a lighter 5th generation fighter with less capabilities & sophistication than J-XX. If China can develop a top-tier 5th-gen fighter on its own, then is it harder to develop a simpler design with a foreign partner? Even if a Pakistan-China development ends up like the JSF-issue with sensetive technology being reserved from Pakistan...Pakistan will rectify the issue by investing in its own R&D further.
