Let me assure you, despite what some here think, what Pakistan does is not India centric, just compare the media from both countries, you get a fair idea as who is obsessed by whom, more over Indians thinking that this test was in response to the Mars mission proves the obsession...... firstly, India's Mars expedition is of no military purpose hence a nuclear capable missile test in any way can not be associated with it......i believe several tests were planned earlier but postponed due to the devastating floods, you may yet see more follow up test launches of associated delivery systems.Not commenting about any connection but your argument on what would have happened if India's Mars mission was delayed or lost needs responding to. If lost, no need to do anything. Missile tests can be scheduled pretty much anytime. It (mars mission) certainly could not have been delayed, the date was pretty much written in stone.
Maybe Pakistan tested in response or maybe it did not. Either way, it wasn't very smart considering that reaction to such a test would have been to make fun of it.
As to why Nasr and not a longer range missile could be answered (not saying it is connected) as probably that advance notice would have to be mandatorily issued on any ballistic missile tests.
