Let the U S stop the sale----. Pakistan must increase the production of nuclear weapons by at least a 1000%.
So if the U S wants to cut off the conventional power base---no problem---let us increase the nuclear threshold---

The U S senators think that they got us by the ball joints---that is fine---let us increase the threshold---let us take the number of nuclear weapons to 500 at least---and let us start serious production of ICBM's---and other missile systems---

If the U S wants to play the game---that is fine----two can play it better---. Let us see who blinks first.
Do what you want ,but your advice is counterintutive. It consist of two parts: (1) Pakistan ,if it can, should produce ICBM. (2) Pakistan should increase its arsenal.
First about ICBM: It is a logical insurance policy. If US bombs (threatens) you to stone age, you could at least bomb them back to Iron age. That is a deterrence in itself, but it has few problems:
(i) Technological ability: All Pakistani missiles are copy of either Chinese or North Korean missiles. The first missile that Pakistan has designed from scratch is Nasr. It is too big a task for a country which does not have a space program and which has not done R&D for a missile with even three digit range to skip over to an ICBM with 10,000+Km range.
(ii) Gestation period: ICBMs have a long gestation period. By the time you first test it and the time it is operations, it would take years, even at express speed. A Pakistani ICBM would exclusively target USA and its development and testing would be like showing a red rag to a bull. In the time period between testing and induction, you would become target of USA's wrath. Pakistani nukes are useless against USA atm, and if it wants, it could easily do a Iraq on you. Your Airforce ,by virtue of operating only F-16 as its frontline fighter, is even weaker than Iraqi Airforce, and your Navy is objectively non-existent.
(iii) Money: US has only stopped dole. If you have money you could still buy those F-16s, or could buy Euro-canards (except Rafael) or Chinese plane.
Second about Nukes: Nukes are costlier than an Aircraft ,both in production and maintenance. If you have money for more nukes, you have money for more planes. Nukes, beyond a certain point are useless, but conventional capability is infinitely additive.
+ Even at your maximum capacity you could not have more than 200 Nukes.
