Well, if I understand correctly there may be a bright side to the world (read USA) telling Pakistan that it must raise her own sources of funding -- PIA for one, may no longer be eligible for govt funding and may even be sold -- the same with Railways and a number of other enterprises, Pakistan's economy may yet return to those who own and built it and not govt bureaucrats.
