ISLAMABAD: Pakistan launched a concerted diplomatic push for a membership of the Nuclear Suppliers Group (NSG) after the United States backed India’s bid to join the 48-nation informal but exclusive club of nuclear trading countries.

Last month, Islamabad formally applied for a NSG membership, setting the stage for a possible showdown with New Delhi when preliminary negotiations start on the issue in Vienna next week.

Indian Prime Minister Narendra Modi secured Washington’s backing on Tuesday for New Delhi’s bid for a membership of the NSG after talks with US President Barack Obama.

However, Pakistan warned against any country-specific exemptions, which according to a senior Foreign Office official, would negatively impact strategic stability in South Asia.

On Wednesday, Prime Minister’s Adviser on Foreign Affairs Sartaj Aziz spoke by the phone with foreign ministers of Russia, South Korea and New Zealand as part of Pakistan’s continuing diplomatic efforts towards mobilising support for the country’s application for NSG membership.

“His interlocutors expressed support for a non-discriminatory approach on NSG expansion to non-NPT states,” said a statement issued by the Foreign Office.

Separately, the Foreign Office arranged a detailed briefing for diplomatic missions of NSG countries in Islamabad. Additional Secretary United Nations and Economic Coordination Ambassador Tasnim Aslam briefed the envoys and other diplomats about Pakistan’s credentials for joining the NSG.

A statement issued by the Foreign Office said Aslam highlighted factors which placed Pakistan’s application for a NSG membership on solid grounds, including Pakistan’s technical experience, capability and well-established commitment to non-proliferation and nuclear safety and security.

While urging the NSG member states to adopt an objective and non-discriminatory criterion for membership of non-NPT states, she cautioned against country-specific exemptions, which would negatively impact strategic stability in South Asia.

On May 19, in a letter addressed to the NSG chairman, Pakistan’s ambassador in Vienna stated that the country’s decision to seek participation in the export control regime reflected Pakistan’s strong support for international efforts to prevent the proliferation of weapons of mass destruction and their means of delivery.

“Pakistan has the expertise, manpower, infrastructure, as well as the ability to supply NSG-controlled items, goods and services for a full range of nuclear applications for peaceful uses,” the ambassador added.

The Foreign Office statement said: “Pakistan attaches high priority to nuclear safety and security. It has taken legal, regulatory and administrative measures to bring nuclear safety and security at par with international standards.”

“Pakistan’s export control regime is underpinned by strong legislation, regulatory and enforcement mechanisms. The national export control lists are harmonized with the control lists of NSG, MTCR and Australia Group.”

Islamabad sought a membership of the exclusive nuclear trading club after Western countries, led by the US, quietly launched diplomatic efforts to induct India into the NSG.

Membership of the NSG would increase India’s global clout and provide a vested interest in curbing the world’s most dangerous regional arms race, but the prospects are fraught with uncertainties.

The campaign for India’s membership is seen carrying the risk of antagonising Pakistan and its ally China, which could veto India’s application. Beijing could also insist as a condition of India’s membership that Pakistan also be allowed to join, a potential hard sell because of Islamabad’s development of new tactical nuclear weapons.

Well thanks for your well wishes but the truth is we have messed up or foreign policy and diplomatic efforts real bad in last two three years or so and i do not see much effort being out in to improve that. Sadly, our concerned authorities do not seem to be well aware of the important of this in today's world.

I dont think Pakistan gives foreign policy the importance it deserves...... You so not have a full time foreign minister...... Not only that The army chief is acting as a foreign minister (if i believe the posts and threads in PDF)....... I remember you had a good foreign minister (forgot his name), he was with zardari regime and later went with Imran khan's party i believe..... I felt he was good

I have to agree, you guys need a dedicated young,energetic and most importantly an empowered foreign minister who can steer the country from this deadlock . There needs to be a complete recalibration of Pakistani foreign policy vis-a-vis its neighbours and its international partners.
In Afghanistan you have a willing partner in terms of Ashraf Ghani who can address your legitimate concerns, make peace with Afghanistan that is a start I would say. Stop punching above your weight as articulated by Hussain Haqqani, you should not be in eternal state of hostilities with India.
India is just too big for Pakistan as Pakistan is for Afghanistan. Sane logic should dictate our outlook our polices and not so called " Ghairat"

May sound harsh, but this is coming from an Afghan who genuinely wants Pakistan to succeed because that will help Afghanistan succeed.

His name is Shah Mahmood Qureshi but he was not a good foreign minister.....but Foreign minister in time of Musharaf was an ideal foreign minister his name is Khurshid Mahmood Kasuri, although this man is also in Imran Khan's Party. In my opinion Pakistan now need a foreign minister like Khurshid Mahmood Kasuri.

His name is Shah Mahmood Qureshi but he was not a good foreign minister.....but Foreign minister in time of Musharaf was an ideal foreign minister his name is Khurshid Mahmood Kasuri, although this man is also in Imran Khan's Party. In my opinion Pakistan now need a foreign minister like Khurshid Mahmood Kasuri.

I do not know if one can compare the time of "Mushraff", as he was the army chief and president..... The scenario now is different.....

It is not just the past 2-3 years, but certainly the past 2-3 decades that have the roots of the present failures of Pakistan's foreign policy and the abysmal performance of those who really control foreign and defense portfolios.

No No I am not comparing Musharaf time with current situation i am just saying that we need a foreign minister like Khurshid Mehmood Kasuri. Its need of current time.

Those posts are mostly politically driven so wont red much into that but yes there is no full time FM and that gives one a good idea how much importance we/our government gives to this. Regardless of the fact that diplomacy and foreign policy are among THE MOST IMPORTANT matters the government needs to take care of.

I guess you are talking about Shah Mehmood Qureshi. Yes he is good at this job.

Those posts are mostly politically driven so wont red much into that but yes there is no full time FM and that gives one a good idea how much importance we/our government gives to this. Regardless of the fact that diplomacy and foreign policy are among THE MOST IMPORTANT matters the government needs to take care of.

The real control of foreign and defense policies lies with the GHQ.

Well you can trace back the roots of the problems a decade or so back, may be, but the real trouble came in last few years only. I would go so far to say that even PPP tenure was better in foreign policy and especially diplomacy compared to this current one.

The real control of foreign and defense policies lies with the GHQ.
that is a myth on which you and i had have lengthy discussions in the past as well. Not to go down the same road, in this post i mentioned "that the government NEEDS to take care of" ::)
