People vote and send these feudal lords to Provincial and National assemblies as their elected representatives and under the law,GOP is bound to hand over all the funds to them,so that they can spend it on development of their constituencies.
If the Bugtees,and Mazaris as elected representatives of Baloch people fail to spend any of the gas revenue on their own people,who is to Blame?

The GOP can save themselves from all the blame game by shutting down all gas installations in Baluchistan,and import gas from neighboring Iran and gulf..That will be more hassle free and perhaps even cheaper than Baluch gas..

Similar strategy was used by Margarette Thatcher.When the coal miner Unions started to ask for more than what they deserved,and their unrest became a law and order situation to the level of being a threat to UK's integrity,she shut down all domestic coal mining and started to import coal from abroad,finishing the issue once and for all.

Balochis believe that Nawab Bugti was murdered by the then federal government and a major grouse is that no enquiry was ordered into his assassination. He is the father of Bramdagh Bugti whose Indian passport has become a sore point in relations between India and Pakistan. The matter had come up for discussion at the Foreign Minister level engagement last month as Pakistan remains convinced about India's role in the ongoing strife in the province.

The model of governance the Pakistani government types appreciate is the English colonial type, wherein, one rules through surrogates -- but of course the English provided for an economy, an efficient administration and a swift and relatively incorruptible judiciary and courts; Pakistan does not have these other augmenting tools in her governance toolkit.
