I am not sure where you picked up that the US/Russian or even NATO defense shields are unreliable? they are not 100% perfect as in, they cannot eliminate every BM launched at them in a volley, but the technology and the mechanism is proven. BMDs are constantly evolving too as per the targets they'll be facing, solution for MIRV is early detection and early interception which in the case of US and Russia becomes a tad difficult because of the volleysize, multiple strike options and sub launch will happen because they'll move to cripple each other and will throw everything at each other and the subs are at the most ready stage compared to land ones.

No idea what technologies are in shaheen 1 A that will defeat a highly manuverable multi tier BMD system which is based on early detection and tracking.

also they are developing harbanspather missile series that are hypersonic and with a range of about 1500km with a payload of 300kt nuke

We already have a hypersonic Quasi Ballistic missile of range 900-1700km and is developing hypersonic cruise missile Brahmos..go and brainfart some where else
