Pakistan and Russia signed a deal on Thursday for conducting feasibility study on a planned $10-billion offshore gas pipeline, an idea coined by Moscow to capture the energy market of Pakistan.

This offshore pipeline, if laid, will be operated by Gazprom, that is, they will be responsible for its engineering, laying, operation and maintenance. A stand-alone offshore pipeline to Pakistan makes no economical sense.
