If you point to economy, then the numbers shouldn't be a factor. For example Iran despite being sanctioned can easily survive any blockade, since it produces every peteochemical products. Iran is a sanction/blockade proof country.

On the other hand, indonesia cannot survive any blockade.

You are right Ukraine has had some infra from Soviet legacies but are mostly outdated and destroyed by Russian attacks. Without full NATO support, they wouldnt be able to stand for a year of Russian attacks.
