Well you get what you pay for. There have been issues worldwide with the low end Chinese bikes (as would be with low end bikes sourced from any country):

I don't think the Chinese bikes would be any more or less inferior in quality than bikes available at such pricepoints (in effect its why they are in that pricepoint). To make things cheaply, you can only extract out of labour differential so much....to get the utter lowest available....it comes out of production process quality, QA, QC, even materials...so in the end you have to be wary when you get a too good to be true deal for any product (esp if it involves personal safety).
I mean the Japanese also exported some horrendous bikes back in the day till Honda set the quality bar "sweet spot" with the super cub in the late 50s and 60s. Same case of getting what you pay for. Mid end and high end chinese bikes would of course be priced a lot higher and be of appreciable sturdier and safer build today....and broadly comparable with the world market suppliers in their same pricepoints.
A cheap Chinese scooter or bike sure beats the alternative - walking!
