GUJRANWALA: Australian High Commissioner, Tim George Tuesday said Australia was providing solar energy equipment to Pakistan to overcome power crisis.
Addressing a meeting of the Gujranwal Chamber of Commerce and Industry, he said Australia was also extending cooperation in the education sector as more than 5,000 Pakistani students were getting education in Australia.

He said the establishment of an Australian and Pakistan business forum was being chalked out to boost business and trade between the two countries.

He said a website was also being set up for the forum to facilitate the business community of both countries for business guidelines and information.

The high commissioner said there were a lot of opportunities of business and trade between the two countries, adding that trade could be enhanced through joint ventures.

China to invest in hydel, renewable energy power projects

ISLAMABAD: China will invest in hydel and renewable energy power projects in the country as well as join hands with WAPDA for development of various large-scaled hydropower power projects. Chairman of the state owned China Three Gorges Project Corporation (CTGPC), Cao Guanging heading a ten-member Chinese delegation met with Federal Minister for Water and Power and Privatization, Syed Naveed Qamar here Tuesday.

The delegation also showed interest to establish local manufacturing of wind power equipments in the country.

Cao said that their corporation is looking for investment and other cooperation for 1100 MW Kohala Hydropower, 7100 MW Bunji Hydropower and 720 MW Karot hydropower and various other hydel projects in the country. He said that the corporation is all set to start construction of 50 MW wind power project in Jhampir (Sindh) and will complete it next year and it has also planned to install 2000 MW wind power and 300 MW solar power projects in Pakistan.

Federal Minister for Water and Power and Privatization, Syed Naveed Qamar lauded the Pak-China friendship and thanked Chinese investment in the hydel sector which will help to generate cheaper electricity for future requirements. The government will extend full cooperation and facilitate the Chinese in water, power, coal and renewable energy projects, he assured the delegation.

Appreciating the local manufacturing of wind power machinery, Qamar also offered Chinese to invest in the Basha dam and Thar coal power projects as well as large scale manufacturing of solar panels and wind energy turbines in the country, as the corporation has specializing in renewable energy development and operation and the country has a great potential of solar and wind energy.

CTGPC, a wholly state-owned enterprise, is a huge clean energy group with owns and operates the world's largest hydropower station in China. The meeting was attended by Secretary of the ministry, Chairman WAPDA, MDs of PPIB, Pepco and CEO of AEDB and other senior officials of the ministry.

China offers $10-15bn investment in energy sector

ISLAMABAD: The Chinese are keen to invest $10 to $15 billion for the development of power sector in Pakistan.

Cao Guangjing, the head of Three Gorges Corporation, the Chinese state owned corporation dealing with construction of power infrastructure meeting with Federal Minister for Finance and Economic Affairs, Dr Abdul Hafeez Shaikh said his company desires to work closely with Pakistan for the development of energy sector.

The Federal Minister said this was a beginning of a new era of cooperation between Pakistan and China and we were looking forward to have a consensus on all issues including the problem of equity of all stakeholders of the Pakistan statecraft in this manner.

He briefed the Chinese delegation about the prevalent rules and laws for bidding in Pakistan and would ensure that bidding for the many projects should be made in a transparent manner.

He assured the delegation he would talk to the Law Division also to have a final word on it. He said he would have also words with Water and Power Divisions to have a considerate view on it.

The projects that were discussed in the meeting were Kohala Hydro Power, Bhunji, Bhasha, Dashu in Upper Indus Valley, and other Hydro Power projects in lower Indus valley.

He informed the delegation of the Government of Pakistan’s initiatives and resolve to have Chinese cooperation in the development of power sector and in this regard, he said, their offer has been discussed at length in the Economic Coordination Committee of the Cabinet meeting in the recent past.

He hoped the projects indicated by the Chinese Corporation would certainly be started with the same Chinese firm and added that only after the fulfillment of the procedural headways.

CTGPC signed an agreement with a private Pakistani firm, Associate Technologies (Private) Limited to invest $1.2 billion in 720 MW Karot Hydropower Project. The Karot project would be completed in four years and help Pakistan to overcome loadshedding problem.

It was for the first time that a Pakistan private company had signed an agreement with a state owned Chinese enterprise in the power sector.

The minister also offered Chinese Corporation to invest in the Thar Coal power project as well as large scale manufacturing of solar panels and wind energy turbines in the country.

Guanging said Karot Hydropower Project was a very important project and would help in resolving Pakistan’s energy problems. He said his corporation was looking for more investment in Pakistan.

China Three Gorges Project Corporation also offered to develop multi purpose hydro electric projects through direct financing model based on Public Private Partnership and boot.

Briefing the media, spokesperson to the President Farhatullah Babar said Three Gorges Project Corporation was already involved in a number of multi purpose hydro wind power projects in the country and offered to build more to permanently address the problems of power shortage in the country.

He said the ongoing Hydro electric projects being undertaken by the China Three Gorges Project Corporation include Karot, Taunsa, Kohala and Bunji hydro electric projects.

He said that Letter of interest for the Karot Hydero electric project which has 720 MW generation capacity has been issued and feasibility of the project has already been approved and the project is currently at tariff petition stage. He said MOU for the Taunsa hydro eclectic project with 120 MW generation capacity has been signed and the joint development agreement of the project will be signed this month.

He said Kohala hydro power project that will generate 1100 MW electricity was ready for tariff negotiations as the letter of interest of the project has been issued and the updated feasibility study already approved. Bunji hydro electric project another gigantic project being undertaken by the Three Gorges Project Corporation with 7100 MW generation capacity was ready for site survey as the MOU for the project was signed in august 2009.

Babar said ongoing wind projects included Karachi First Wind farm, Karachi Second Wind farm and Punjab Wind and Solar Projects are also at its advanced stages.

He said the President advised the federal government to consider tasking the China Three Gorges Project Corporation to also build a run of the river hydro project at Sukkur Barrage and asked the Water and Power Minister Syed Naveed Qamar to liaise with the stake holders and prepare project proposal within 60 days.

The President gave this advice when the briefing was informed that Joint Development agreement was due to be signed this month for the 120 Megawatt Taunsa Hydro electric project where the discharge was 10,000 cusecs and Chairman WAPDA stated that the discharge at Sukkur was over 12,000 cusecs.

Thar coal, energy projects essential for development, prosperity

KARACHI: Sindh Chief Minister, Qaim Ali Shah said Thar coal and energy projects were essential for development of not only Thar area in the province but would also bring prosperity throughout the country.
Chairing 11th meeting of Thar Coal and Energy Board held Saturday he said work on eight different blocks allotted to firms, companies is in progress and on generation of gas from coal and power was expected soon. It reviewed Islamkot airport scheme and decided to invite either the President or Prime Minster for groundbreaking ceremony expected in May next.

The meeting reviewed progress of energy working group and set up a committee comprising Ministers of Finance, Irrigation and Ms Rubina Saadat Qaimkkhani MNA for meeting with Minister, secretary Petroleum and Natural Resources to get proposal of Sindh Engro Joint Venture to Chinese counterpart and expedite meeting of joint energy working group. It nominated Zubair Motiwala, advisor to CM Sindh on investment as a private member against vacancy due to resignation of Asad Ali Shah. In order to evaluate expressions of interest received in response to international competitive bidding undertaking by Sindh government for four developed blocks of Thar coalfield, five-member evaluation committee were approved.

Zubair Motiwala will be its convener and Qaiser Bengali, advisor to CM for Planning and Development, Federal Secretary Water and Power (or his representative), director (projects), PPIB, Ministry of Water and Power and secretary Coal and Energy Development Department members. Board also reviewed TCEB Act (with functions, powers, financial matters) due to be tabled as a bill in next session of Sindh Assembly and approved Interim Resettlement of Framework guideline for Thar Coal.

FFCEL signs EPA of 49.5MW wind power project

ISLAMABAD: FFC Energy Limited, a special purpose company of Fauji Fertilizer Company, has signed the first ever Energy Purchase Agreement (EPA), of a wind power project, rather in the entire Alternative Energy Sector in Pakistan.
The agreement for the 49.5 MW wind power project was signed between FFCEL and Central Power Purchasing Agency (CPPA).

FFCEL is pursuing the development of their 49.5 MW wind power project to be installed at Jhampir, district Thatta, Sindh.

FFCEL obtained the Letter of Intent from Alternative Energy Development Board (AEDB) for establishing a 49.5 MW Wind Power Project in Gharo, Ketibandar wind corridor in September 2005. The land for the project was allocated by AEDB in 2007 on which FFCEL carried out detailed feasibility study.

I wish that was as true as it may sound

We need to tackle our energy crisis as soon as possible and we have been hearing "to offer" comments since ages now. We need practical work and we are already too late to say "will be" - we need it now :angry:
 
Pakistan to have first on-grid solar electricity generation system

ISLAMABAD: The Pakistan Engineering Council (PEC) is all set to establish first on-grid solar electricity generation system in the country during the current year to overcome energy crisis.

“This solar system and smart grid is becoming a reality in less than a year,” said PEC Chairperson Senator Rukhsana Zuberi, addressing a press conference Saturday.

She said the smart-grid system could make Pakistan self-sufficient in energy, as the country was rich in renewable energy resources, especially solar energy.

Harnessing such environmentally clean resources will save foreign exchange, create opportunities of billions of dollars for small investors and provide jobs, which are much needed for Pakistan’s job starved market,” she added.

She said the excess electricity produced would be added to the national grid through a smart meter.

She said the Islamabad Electric Supply Company (IESCO) had agreed to buy excess electricity on mutual decided tariff.

She said the government of Japan had extended a grant of 480 million yen to Pakistan under clean earth programme.

Two solar electricity generation systems of 180 KW each would be installed at the PEC and the Planning Commission for which the PEC was an implementing partner. She said the solar system would convert six-storey PEC building in the federal capital on solar energy by February 2012.

She termed the present energy crises as a mega opportunity to open tremendous jobs and business opportunities for every countryman. She said the promotion of solar energy utilisation would bring plenty of jobs, business and investment opportunities for all the professionals.

She said ,”People can get their solar energy system connected with smart grid and produce electricity which can be used for domestic purpose and extra power may be transferred to the main grid which will generate income”.

We should encourage the people to put solar panels at rooftops of houses, connect them to the grid, make profit by selling electricity as well as reduce energy bills upto zero level. app

Chashma Nuclear Power Plant-2 starts generating 325-megawatt electricity


ISLAMABAD: Pakistan in collaboration with China has completed construction of Chashma Nuclear Power Plant-2 and the plant has started generating 325 megawatt electricity on experimental basis.

Plant has been completed within record period of 5 years and it has been connected with national grid.

Pakistan Atomic Energy Commission resources told Online Saturday that construction of two more atomic reactor Chashma-3 and Chashma-4 had been started immediately at Chashma and these projects would be completed within 5 to 7 years.

Commission sources told the target of production of 85000 megawatt electricity would be met with the completion of these two reactors. Work has also been started to augment production capacity of existing nuclear power plants.

Sources told Strategic Planning Division Authorities have also visited Chashma Nuclear Power Plant and have expressed satisfaction over the quality of the plant. This plant would meet the energy requirements of the country.

Finally, the lazy engineers of Pakistan come to senses and one step in right direction.
Even better is if govt. take away excise duty on import of solar panels, it will be win win situation.
Govt. do not need to invest in infrastructure, but the real problem is such rules will be implemented only, when zardari holding will make a joint venture with China holding.

P.S.: It is 3 times less expensive to build independent power supplies for individual house hold.

Only other such grid known to me in the region is the one gifted to modi by Clinton foundation, but that is worth 5 billion dollars. I estimate.
 
Pak’s 1st wind power project to be inaugurated in May

ISLAMABAD: The first ever wind power project of 49.5 megawatts (MW) in Pakistan having achieved all major milestones is now all set for formal groundbreaking in May 2011 after its financial close, which is to be announced shortly. The EPC contractor for the project has already initiated construction work on site.

This is a landmark in wind sector of Pakistan achieved by the FFC Energy Limited under the facilitation of the AEDB, based on signing of Energy Purchase Agreement on 5th April 2011 between M/s FFCEL and Central Power Purchasing Agency (CPPA) and Implementation Agreement with AEDB in February 2011.

According to the AEDB, several other wind projects are in pipeline and the year 2011 would see financial close of another 4-6 projects in wind sector alone. With this landmark project, Pakistan will enter its name amongst the nations utilising wind energy for electricity generation at commercial scale. The most significant and unique feature of the Pakistan’s wind energy sector is that it would be the fastest realisation of wind energy projects by any country in the world without the involvement of state funding, subsidies or public projects. Pakistan would become the first country, where the wind power projects are being initiated directly by the private sector without public money or public projects.

Pakistan now offers an investment-friendly and lucrative wind energy market for the investors and equipment suppliers. Only a few years ago, the wind energy sector of Pakistan had no attraction to the investors and suppliers. Now more than six (06) EPC contractors are ready to provide their services in Pakistan. The financing of projects has also become available with IFC, ADB, OPIC and other commercial banks and financing institutions ready to finance wind power projects.

The ARE based projects, especially wind projects would play an important role in the future energy mix of Pakistan. With the issues with the declining natural gas reservoirs and rising prices of imported fuel oil, very less investment in conventional power project

is anticipated in near future. Moreover, the coal and hydel power project also have a long gestation period. Wind energy projects are a viable option for the near future with the benefit of indigenous resource and cheap electricity as compared to conventional fossil fuel projects. ARE projects are expected to create significant number of job opportunities and possibilities of local manufacturing.
