Pakistan may not be able to replicate Sri Lanka’s success vis-a-vis the LTTE but needs to learn from it to overcome Islamist militants, a Pakistani police officer has said.

“The Sri Lankan strategy shows that with military might and popular support the state can defeat insurgents,” Mohammad Ali Babakhel said in an article carried Sunday by Dawn newspaper.

“After the use of force, the actual challenge is the capacity of the civilian administration to retain peace and integrate those who surrender.al-Qaeda

“If the (Sri) Lankan model cannot be replicated, at least it can be a source of inspiration (for Pakistan),” he said.

Babakhel detailed the similarities between the now vanquished Liberation Tigers of Tamil Eelam (LTTE) and the assorted militant groups in Pakistan – and the differences in the two situations too.

In an apparent reference to the talks Islamabad has held with militant groups, Babakhel said: “The Sri Lankan experience proved that diplomacy and negotiations alone cannot quell militancy.”

He added: “The Sri Lankan model indicates that decisive force is the only solution. In such situations, it often becomes difficult to achieve the ideals of human rights.”

“The Sri Lankan experience has proved that quality is more important than quantity (while defeating insurgents).”

The officer also noted the Sri Lankan success in diplomatically isolating the LTTE and drying up its financial resources.

“Ending fund collection that finances terrorist missions is a challenge that is also faced by Pakistan. Pakistan needs to revisit ways and means of drying up the finances of such organisations.”

ISLAMABAD: Pakistan must learn from Sri Lanka's success against the now vanquished LTTE to fight the Taliban insurgency in the country, a senior police officer has said, arguing that using decisive force could be the only solution.

Mohammad Ali Babakhel said in an article published by Dawn newspaper today that the Lankan forces' all-out onslaught against the Tamil Tigers can be replicated in Pakistan against the Islamist rebels.

"The Sri Lankan strategy shows that with military might and popular support the state can defeat insurgents," Babakhel said in the op-ed article.

"If the (Sri) Lankan model cannot be replicated, at least it can be a source of inspiration (for Pakistan)."

The officer, Deputy Inspector General of Mardan, drew a comparison between the Liberation Tigers of Tamil Eelam (LTTE) and militant groups in Pakistan and said they are different as well as have similarities.

The officer said the LTTE had naval and air powers but they used suicide bombings to perfection.

Sri Lankan government held six rounds of talks before the final assault. But the militants always used the talks to rearm themselves much like the Pakistani Taliban.

The Sri Lankan experience shows that militants should be isolated and their funds dried for any success against them, he said.

"The Sri Lankan model indicates that decisive force is the only solution."

He said: "With the tough policy defined by President Mahinda Rajapaksa, Sri Lanka won what appeared to be an unwinnable war."

The article, however, missed key differences between the two insurgencies.

Taliban are part of a worldwide Islamist insurgent network linked to al-Qaeda and not a local entity.

Also, the landscape is different and Taliban have more favourable conditions for fighting.

There is another vital difference as Pakistan militants have a solid support base and networks within the country and also their funds come from locals
 
To succeed what is needed is single mined purpose , dedication and intent.

Yeah unlike Sri Lanka we are not a small Island... we border almost 5 countries... the Pak-Afghan border runs over 2250 KMs... and unlike tamils ...TTP is a fuckin disease... its an ideology... and i think when the Army goes in we do the right thing...

Sir Jee; why are you after nuking FATA; besides the bad guys; our brothers are too their. If nuking is the only option then you have to nuke the root and not the branch ... ;)
