Pakistan looks to Saudi Arabia, UAE for assistance in tribal areas

Published: August 21, 2011
After facing delays and threats of cuts in assistance from the United States, Pakistan has decided to add Saudi Arabia and the United Arab Emirates (UAE) to the list of allies from whom it will seek funding for development projects in the tribal areas as well as money to help with the repatriation of internally displaced persons.
At a background briefing, a high-ranking military official said that the government has spent about Rs45 billion to help people affected by the campaign against the militants in various part the Federally Administered Tribal Areas (Fata) and Khyber-Pakhtunkhwa.
“Of this amount, Rs10 billion was provided by Saudi Arabia alone,” said the official. “The money required to assist refugees returning to Kurram by August 25 is also part of this funding.”
Relations between Riyadh and Islamabad have been on a downturn since 2008, partly due to the Zardari administration’s efforts at rapprochement with Tehran, the principle Gulf rival to Saudi Arabia.
However, the new partnership on refugees is seen as a sign of a patch up between the two countries.
The official claimed that all active military operations in Fata have been completed, which is why the government has begun focusing on development and reconstruction, and seeking foreign assistance.
“We have been promised $100 million (Rs8.6 billion) by Saudi Arabia and the United Arab Emirates for this purpose, and we expect to receive the money over the next few days,” he said. On August 12, President Asif Ali Zardari enacted several changes to the way Fata is governed to give the citizens of the area more rights and curb some of the most regressive elements of the Frontier Crimes Regulations, a colonial era piece of legislation that is based on ancient tribal customs.
The changes, according to the official, were part of the government’s effort to develop the tribal regions and improve their governance.
“The newly-appointed political agents and the Fata Secretariat have been told to focus on the development of the tribal areas, prior to anything else,” he said. “This money will be very handy in helping them produce results.”
Despite hundreds of thousands of people returning to their homes since 2010, the United Nations High Commission for Refugees (UNHCR) estimates that there are still 896,000 internally displaced people in Pakistan.
Many of the IDPs from Mohmand, Bajaur and South Waziristan had earlier refused to return to their villages from camps in other parts of Khyber-Pakhtunkhwa. They said that their homes were destroyed and demanded compensation from the government before they would return. Many also feared that the security situation in their areas had not really improved.
The government now provides rations, tents, bedding as well as cash to every family that chooses to return, in addition to providing them transportation.

Well they indeed have no shame at all in begging in the name of Pakistan.

Again unfortunately, more money for the bank accounts of the politicians.

No thank you to the arabs, we are already suffering from extremist an wahabi style of islam they have implanted.

No more help, if we can't construct it or don't have the money then we will wait till we do. This money won't reach the poor just the politicians.

T-Faz i am sure you can make better use of our time and Def.pk's bandwith by posting something constructive and by refraining from goofy content with zero value to the discussion.

You are a mod and should be discouraging such behavior , i wonder what newbies will learn from your moderatorhood.

The new users have learned a great many things from my posts, most of all they know the importance of subjects where intellectual discourse is required.

But the news from this story is just like the man in my post, they both insure Pakistans destruction.

So families that have sold a child for martyrdom operations, have to be compensated - how do they get compensated? Talib issue a certificate, and this certificate is "redeemed" in Arabia and the Gulf - first they have toi get there

Hmm! Another Hafiz!, Hafiz are the most soft for suicide attackers. If we don't stop producing such hafiz(just ratu tota) have no sense of translation and tafseer of Qurran, than one day we can't stop terrorist to make suicide attackers.
Qurran: Majority of qari read Qurran and Qurran curse on them.

This is like showing the people that my son or so and so relative died in the "way of Islam". So in this case this certificate will be displayed on the wall of the deceased's house for his relatives to see!.

All this is because the kids are taught to read the Qur'an only, without understanding the meaning and if they are taught the meaning then it is interpreted to suit the needs of the admin of the madrassahs or the group.

When will the day come when the kids will be learning Arabic instead so that they (the students) know what is right and what is wrong themselves by reading the Qur'an and the sayings of the Prophets and understanding it without the interpretation of the so called malvees.

I think the day will come when a majority of Muslims will read Quran in their own language before a majority of Muslims will ever read it in arabic, at least in so far as reading for comprehension is concerned. Most Muslims are illiterate and it's a monumental task to teach them to read and write in their native language(s).

In the meantime, so long as clerics or "scholars" consider the USE of Islam as a tool of politics, to be legitimate, I think we should be prepared to see more of such things, rather than less.

When you do not have any information about this money and its spending in FATA then it was uncalled for to come up with silly posts by all of you.

The army had spent the funds in relocation of IDPs and other development projects including infrastructure sans any religious color there.

you guys can take your hate and biasness to some other relevent thread.

Jana, your argument is that just because in the past and in the present, over and over again, Saudi money has been spent to further the interests of their clients, the militants, does not mean that future monies will be spent in the same way. You disingenuously suggest that these funds are to be spent by the army for IDP - Reality is that these brigands (tribals) are demanding compensation from the government for saving their hides - These tribals are owed no compensation for playing host to militants and these monies only serve to strengthen the influence of the Wahabi over the influence and authority of the Pakistani state.

You suggest that preferring Pakistan over the Wahabi, is hate - and if it is, count me in - and as for you - if you can't prefer Pakistan over the Wahabi, you can take your wahabi azz kissing behind to arabia - thank you.
