ISLAMABAD: In a landmark achievement, Pakistan has joined the group of nations which are certified to produce ‘Class –I nuclear safety equipments’.

This capability would not only allow the country to provide locally manufactured spare parts for the existing nuclear power plants under embargo conditions but also contribute towards the long-term nuclear energy programme. In this regard, the Pakistan Nuclear Regulatory Authority (PNRA), on Tuesday granted licence to Heavy Mechanical Complex (HMC) –III, to manufacture specialised equipments related to core nuclear island that are directly related to controlling and maintaining activities in the reactor.

The HMC –III is a specialised workshop operating under the Pakistan Atomic Energy Commission (PAEC). The PNRA has granted the licence after almost three years of regular scrutiny of working standards and ensuring that the quality of parts and equipments produced at HMC-III meet the international standards.

“Though it is happy moment that Pakistan has moved one more step towards indigenisation of nuclear programme but we will ensure that quality is not compromised in haste or achieving any production target,” PNRA Chairman Engineer Anwar Habib said at a ceremony held in this regard at the HMC-III, Taxila. He said that HMC-III has already achieved the certification for the nuclear safety class 2 and 3 which related to manufacture of less sensitive parts.
“Class –I deals with equipments and parts like tanks, vessels, cooling systems, steam generators, etc, at the nuclear island and any compromise over quality at this stage cannot be tolerated,” the PNRA chairman said. He said that the regulator had granted permission to produce the Class –II and Class – III equipments to HMC-III some six years back after a through screening for three years period.

“Some of the equipment have a design life of 60 years, that is the design life of the whole reactor nowadays – therefore the concept of replacement or repair of parts should not be considered at the start,” Engineer Habib said, adding, “We will ensure that HMC-III abides with strict compliance of licence requirements and meets the international standards.” Currently, the PAEC has three main subsidiaries, HMC-III, the National Centre for Non- Destructive Testing and the Pakistan Welding Institute, which play a key role in the indigenous development of the nuclear programme and nuclear energy in the country.

Highlighting the importance of localised development of parts, equipments and human resource in this regard, PAEC Chairman Ansar Pervaiz said that Pakistan was constantly under international embargoes and localised manufacturing of parts would help the country in keeping up the required maintenance and make required improvements at the existing nuclear power plants.

ok dont take me wrong , but isnt its like self declared? i mean news not say about any '' international agency'' approving it. i dont know how these certification thing work , can anyone shed some light?

The international Agency is visiting here since last 3 years and with the past record of maintaining the since 1970s and 2 operational plants they visit 5 to 6 times in year here to check that nuclear tech is not use for other purpose and every thing thats how we are getting this...

This certification means....Pakistan's nuclear safety measures are according to international standard, and peoples like you can't say Taliban's are coming and taking Pakistani nukes and destroying the facilities including civil.

isnt a international agency should be doing certification of '' international standard''? how can some one self declare ?

just use some common sense please, no country allow other organizations to monitor their sensitive plants with such details,

Standards are just the guide lines to perform some activities and they are open standards and not some particular standards.

Does india allow other non-UN organizations to visit nuclear plants and give certifications?

BTW - Pakistan now should define its own standards as this is where the important information get leaks out, by using such international organizations. its just a game where some countries define standards and want every other country to follow it. wrong when country assets are concerned .

Infact yes..India does allow IAEA and other international agencies to inspect 14 nuclear reactors and also all the news one which are coming up(those which are not designated as military)...

So Indian nuclear reactors and components are checked by International agencies.

Having formally received a go-ahead from the country’s nuclear regulatory body to manufacture class I nuclear safety equipment, Heavy Mechanical Complex (HMC) III Taxilla will take Pakistan into the list of countries certified to produce such equipment indigenously.
HMC III – the specialised workshop operating under the Pakistan Atomic Energy Commission (PAEC) to produce spare parts for nuclear plants and other related equipment – was issued the licence by the Pakistan Nuclear Regulatory Authority (PNRA) on Tuesday.
“Pakistan has constantly been under international embargoes. Local production of parts would not only help them keep up the required maintenance of nuclear plants but it would also improve the existing plants,” said PNRA Chairman Engineer Anwar Habib.
The HMC III will produce equipment related to core nuclear islands that are directly linked to controlling and maintaining multiple activities in a nuclear reactor.
“It is indeed a happy moment for Pakistan. We will ensure that quality is not compromised in haste or achieving any production target,” said Habib.
He revealed that HMC-III already possessed the certification to manufacture class II and III nuclear safety equipment which was obtained some six years ago.
However, class I equipment deals with parts like tanks, vessels, cooling systems, steam generators, etc and any compromise over quality at this stage cannot be tolerated, warned the PNRA chairman.
PAEC Chairman Ansar Pervaiz said that Pakistan has not only silenced its critics who raised concerns over the country’s nuclear plant safety, the local development of parts and equipment has also made the Karachi Nuclear Power Plant (Kanupp) surpass its designed life by 10 years.

So this means that Pakistan can now produce high quality nuclear-safety equipment right? So isn't the below conclusion off-mark?
