Pakistan imposes travel restrictions on U.S. diplomats.

Washington (CNN) -- Pakistan has restricted travel for U.S. diplomats in the country, the State Department said Monday.
The U.S. ambassador to Pakistan, Cameron Munter, was temporarily detained at the Islamabad airport last week as he tried to fly from Islamabad to Karachi.

State Department deputy spokesman Mark Toner said Munter was not carrying a certificate that Pakistani authorities now are requiring for American diplomats to travel within Pakistan.
Ambassador Munter "returned to Islamabad without incident," Toner said.

Toner said the Pakistani government informed the U.S. of the restrictions last week. Asked why the restrictions were put in place he said, "You'll have to ask the government of Pakistan."
In a separate incident last week U.S. diplomats were prevented from
traveling between Islamabad and Peshawar.
"We obviously raised our concerns," Toner said. The State Department, he said, has met with Pakistani officials on travel issues, both in Washington and in Islamabad and, he said, "We feel that we're making progress towards resolving the issue."

"The issue is the right for our diplomats, according to the Vienna Conventions, to travel freely within the country where they work...we're working cooperatively with the government of Pakistan to resolve the issue," Toner said.

A senior administration official told CNN that, technically, the travel restrictions have been on the books for many years but have not been enforced. The official said several countries in South Asia have similar travel restrictions in effect for diplomats.

The restrictions, the official said, have been in place so that diplomats do not travel to dangerous un-administrated tribal areas.
"So they don't want us traveling to these areas, OK," the official said. "What is not OK is when they give us a problem when we are traveling from our embassy to our consulate."

The official said that U.S. and Pakistani officials discussed the matter over the weekend and Special Representative for Afghanistan and Pakistan Marc Grossman, who is in Islamabad for talks with the Pakistani government, also worked on the issue and that the State Department was optimistic a solution could be found soon.

The restrictions are the latest in a series of irritations between the two countries in the wake of the U.S. mission that killed Osama Bin Laden in Pakistan.

The US has nothing better to do than decry the Vienna Conventions... The US was informed of the procedures.

It seems like they are building up the courage to take on US violations in Pakistan, slowly.

I really don't understand why all of these articles end with the same sentence?

Are they trying to repeat it so many times that it becomes a 'fact'?

Where are the proof to justify it, and where is the world 'allegedly' from this sentence? Pakistanis should take it seriously and stop these paid journalists from 'brainwashing' the nation..

No. They simply repeat fact. Let me guess, 9/11 was a conspiracy, HAARP makes earthquakes, and Americans did not land on the moon in 1969.

Sometimes, stuff happens as published and described. But I don't want to crank up yet another Abottabad thread.

I don't see anything wrong with requiring diplomats to keep their paperwork in order. I'd expect the same for Pakistani diplomats in the U.S.

Ah. As if combatants wearing civilian clothes, planting bombs in markets, and cutting off peoples' heads on the internet, is all cool and in-line with the Vienna Convention. Gotcha.

Clearly Pakistan does have problems aligning its domestic laws and administrative practices with the obligations it assumed when it signed the 1961 and 1963 Vienna Conventions, otherwise Raymond Davis wouldn't be a household word throughout the world.

However it this case I'm not sure what the ambassador is squawking about. The Soviets signed the Conventions but used to put such restrictions on U.S. diplomats in the U.S.S.R. The U.S. responded by putting similar restrictions on Soviet officials here. Doubtless Pakistani officials can soon expect to be treated the same way if this matter isn't resolved.

US needs to stay out of Pakistan's internal affairs. Who is Munter to say which state is important and which is not. USSR focused too much on other countires and Warsaw Pact and not enough on their ecenomy and they became a dinasaur. If US does not mind its own business and does not focus on its debts both internal and external, US may not exist 10 years from now.

Your continual theme is that since the U.S. is perfect it has no right to criticize Pakistan for any of its conduct towards the U.S., not bilateral or even international agreements, is that not so?

That is right. Provided the other country is not calling the shots!

What is upfront shows that the situation is not quite normal as it should be on an govt to govt respecting of laws.
