It will happen but not on your invitation pal. India will choose the time and location on its own timetable. Even in J&K elections there are seats allocated for Azad Kashmir (111 I think that are shown vacant or unoccupied). Legal framework already is there in place thru a constitutional amendment in the 90's by PM Rao.
